Apply today for the Clean Bus Energy Grant

The Michigan Department of Education (MDE) in collaboration with the Department of Environment, Great Lakes, and Energy (EGLE) and the Michigan Association of Pupil Transportaion (MAPT) wants your school district to have newer, cleaner school buses. 

The 2023-2024 Michigan School Aid Budget allocated an amount not to exceed $125,000,000 for grants under the clean bus grant program [ [link removed] ]. This Michigan-specific program is in addition to the National Clean School Bus Program and other funding opportunities coordinated by the United States Environmental Protection Agency.

Round 2 applications for the Clean Bus Energy Grant opened August 1 and will close at 8:00 PM ET on *October 12, 2024*.

Program Objectives:*

* Reduce diesel emissions
* Improve air quality & public health
* Prioritize funding for environmental justice communities across Michigan
* Promote using technologies that reduce emissions to achieve the goals of the MI Healthy Climate Plan [ [link removed] ].

Grant Details:

*Michigan’s Clean Bus Energy Grant*



*Total Funding Available*



A total of $125 million was allocated to the program,

At least 40% of funding for prioritized school districts with round 1 awarding approximately $30 million.



*Eligible Applicants*



All Michigan public school districts



*Eligible Vehicles*



All school bus types (A-D); Electric, propane, and/or compressed natural gas (CNG)



*Vehicles Being Replaced*



2010 and older engine model year diesel school buses- scrapped;

2011 and newer engine model year diesel school buses- scrapped, donated, auctioned, or sold



*Funding Uses*



Electric, propane, and/or CNG school bus;

Electric charging station and infrastructure from the meter to the charging station



*Applications Close*



*8:00 PM ET October 12, 2024*



*Number of Vehicles*



1 Minimum

10 Maximum or 50% of school bus fleet



*Priority Applicants*



School districts with the following criteria are eligible for additional boosts in funding (See program guide):

● High-need/low-income (SAIPE and Free/Reduced lunch)

● Rural (Remote and Rural codes)

● Bureau of Indian Affairs-funding/School districts servicing Indigenous tribes

● MIEJScreen score

● ADA-accessible bus

Funding will be awarded on a prioritization basis, with funds covering up to 90% of the cost for prioritized qualified recipients and 70% of costs for non-prioritized qualified recipients.

*Funding Delivery and Project Completion*



Upfront. Awardees will have 24 months, up to 36 months if justified, to complete their projects.



*Application Location and Requirements*



NexSys through MILogin portal; School districts are to be directed to the NexSys application through their MILogin portal and search for 74(b) Clean Bus Energy Grant.



*Other Requirements*



Complete application on NexSys by deadline with the following required and completed documents (see Appendices in program guide):

● School Board Awareness Certificate (due at time of application)

● Utilities Awareness Certification (due at time of application)

● Competitive Bid Proposal from MSBO (not a form- upload to NexSys and due at time of application)

Service Level Agreement (due at time of purchase agreement)



*Other Funding*



These grant funds can be stacked with funds from other sources:

● IRA tax credits for electric vehicles and charging stations [ [link removed] ]

● Federal grant programs such as the EPA’s Clean Heavy Duty Vehicle Program [ [link removed] ] and Clean School Bus Program [ [link removed] ] awards received from January 1, 2024 through the deadline; and

● All Michigan utility-specific programs
