As the new Democratic nominee, Vice President Harris is being portrayed as a fresh face to the political scene, when she has been a central player in Biden administration policies for the last four years. Her campaign on the "opportunity economy" includes left-leaning standbys like price gouging and increased taxes on unrealized gains, but middle of the road themes like child tax credits.

What we don't hear in the economic discussion is any mention of the Biden-Harris administration's first signature legislation - the $1.9 trillion American Rescue Plan passed in March 2021. At the time, Biden officials insisted on "going big" under the belief that the 2009 Obama stimulus plan had been too small. President Biden's remarks at the Rose Garden ceremony included this fateful statement: It's critical to demonstrate that government function, can function and deliver prosperity, security, and opportunity for the people of this country. Given the trajectory of inflation, that spending bill delivered anything but prosperity.

In this election year, some long-held campaign beliefs are being proven wrong. Here are three examples:

1.) Voters don't pay attention in the summer

This concept has been obsolete for several cycles, but especially this year. Biden's June 27 debate performance was so bad that the campaign couldn't withstand the backlash, ending his re-election bid three weeks later. This led to a swap of the party nominee that has up-ended the race. A headline yesterday called July "the month that changed everything."

2.) Candidate favorables don't matter, only driving up the opponent's negatives.

We believe that candidate favorables are an undervalued political asset that determines the candidate's ability to get a message out. For a candidate with high negatives, voter reaction can be summed up as "there's this guy I don't like." President Biden encountered this problem as his brand image deteriorated. His ability to communicate an economic message was severely hampered, with his ads falling flat as voters turned out his statements.
