BC United Party Suspends Campaign and Merges with the Conservative Party of BC

Yesterday, BC United Leader Kevin Falcon announced he will be suspending his party's campaign this provincial election to prevent vote splitting with the BC Conservatives and offer British Columbians one alternative choice to the BC NDP. During the announcement, Falcon also announced he will not be running in this upcoming election.

Current nominations under the BC United Party will be withdrawn and the BC Conservatives will draw from BC United's pool of incumbent MLAs and candidates after a review and vetting process. BC United candidates not chosen by the BC Conservatives through this process have the option to run as independent candidates.

This development could lead to a much closer race than initially anticipated. Recent polls have shown narrow margins between the NDP and Conservatives — one poll by Mainstreet Research even reporting a tie at 37% with the Greens and BC United following at 12% and 10%, respectively.

Over the last few months, CHBA BC has met with representatives from all parties, including the BC Conservative and BC United parties, to advocate on behalf of the industry on its key policy priorities. We will continue to engage with all parties leading up to the election.

New Interim Guidance on Inclusionary Zoning and Density Bonus

On August 23, the province released its Interim Guidance on Inclusionary Zoning and Density Bonus, which provides high-level guidance on the new legislative changes under Bill 16. Bill 16 was brought into effect on April 25, 2024, and is tied to the implementation of Bills 44, 46, and 47 by providing local governments the ability to secure certain provisions previously negotiated through the rezoning process. Specifically, Bill 16 provides local governments the ability to enact bylaws that support inclusionary zoning and density bonuses, tenant protection bylaws, and site-level infrastructure and transportation demand management (TDM) authorities.

The Interim Guidance released is intended to provide guidance to municipalities until a more comprehensive guide on development finance tools is released in early 2025. This is a similar approach to the implementation of the new Amenity Cost Charges and some municipalities may choose to implement bylaws ahead of the comprehensive guide. Please note, this guidance document only addresses Inclusionary Zoning and Density Bonus provisions. The other guidance documents addressing tenant protections, site-level infrastructure, and TDM measures are expected this fall. A comprehensive timeline for the release of guidance documents for Bill 16 is outlined here.

Engagement Session on New Provincial Permitting Forms

As announced during our webinar with Ministry of Water, Land and Resource Stewardship (WLRS) staff, the Ministry is seeking feedback on the new provincial permit application forms through the Permit Connect Navigator Service, also known as the "one window permitting application".

During the 1-hour session, you will be asked to go through an application process and provide feedback on the form related to the form requirements, usability, status tracking information, and features you would like to see developed in the future.
