Final Rules Adopted

Cross-Program Payment Allocation
Stakeholders and Interested Parties,
Employment Security Department currently runs three programs: State Unemployment Insurance, WA Cares and Paid Family and Medical Leave. As part of its duties, the Department receives payments from employers for each program. Occasionally, a payment is sent to the Department that does not indicate what program(s) the payment was intended for, and the Department is unable to make contact with the employer.
The purpose of this proposal was to develop rules to address how employer payments are allocated across these programs in these situations.
We have now permanently adopted [ [link removed] ] two new sections to the Washington Administrative Code WAC 192-03-010 and WAC 192-03-020 [ [link removed] ]. The new rule language will be effective September 7, 2024.
