This is Congresswoman Pramila Jayapal, and I wanted to invite you to a
special online event today at 2pm Eastern.

Today, as Co-Chairs of the Congressional Progressive Caucus, Congressman
Mark Pocan and I will model how House leaders can think about governing
remotely by leading the first virtual congressional hearing to illuminate
bold solutions to the coronavirus crisis and ending mass unemployment.

This first hearing will include expert testimony on the Paycheck Guarantee
Act - my bill to create a simple system to prevent mass unemployment and
keep businesses solvent until they can safely reopen.

In the midst of this crisis we need to ensure that we are providing real
support to workers and ensuring that employers are not forced to shut
their doors for good.

With my proposal, the federal government will provide direct grants to
cover up to 100% of base payroll costs for employers of all sizes --
including small businesses, non-profits, and state and local governments
-- for three months at a time (up to an equivalent of an annual salary for
$100,000 per worker) until this pandemic ends. Employers would maintain
100% of base payroll and benefits and would be further incentivized to
rehire workers who were laid off or furloughed during the pandemic, and to
keep workers at home and on payroll if it's not safe to return to work.

Keeping workers attached to their jobs will speed recovery while
protecting healthcare benefits for the nearly 160 million Americans who
receive health insurance coverage through an employer.
