** APRIL CHAIRMAN'S BRIEFING

My Fellow Orange County Republicans –
The month after the Primary is usually the kick-off to the general election, but this April was anything but usual. Despite the stay at home orders, we continue to find and execute effective and creative online solutions to elect Republicans in Orange County.
I want to take a moment to address to recent protests across the country that have come to Orange County. Families and small businesses are running out of time with no clear transition plan from Governor Newsom and a Congress who can't get its act together. Those protesting are desperately trying to get the Governor and their representatives to hear them.
I share their frustration and urgency in needing to open our economy and begin a safe transition out of the shelter in place orders. In my own business we laid off 25% of our staff and did across the board pay cuts for those remaining. The stay at home orders were designed to keep the health care system from being overwhelmed, not stop the disease. Some government officials forgot the original purpose and now are so risk adverse they are destroying our society.
President Trump released science driven guidelines to begin to return to normal in phases. As more testing is conducted, including antibody testing conducted by Stanford and USC, the data is different than it was a month ago and our strategies should reflect that.
Because of Californians adherence to the stay at home orders we bent the curve and our hospitals are so empty they are laying off people. Californians should be trusted to enter phase one of the reopening while protecting our most vulnerable.
I applaud our Orange County Board of Supervisors who are working with health professionals, business owners and Orange County local elected officials to open our economy. While Governor Newsom has the authority to lift those orders his inordinately complicated 6 guidelines compared to the President’s three phases, and unwillingness to even implement the first of his own guidelines will strangle the economy. Orange County must lead the way back, we cannot count on Sacramento.
Our Republican representatives are doing an amazing job serving constituents when they need it most. Assemblymember Phillip Chen donated tens of thousands of masks to law enforcement and first responders. Senator Chang has assisted in delivering food to families in need. Senator Moorlach and Mayor Diane Dixon held virtual town halls with local health experts to inform and support their constituents; while Mayor Brian Maryott has provided a robust response partnering with local non-profit organizations to provide relief to CD 49 families.
We continue to work with our campaigns to get out the vote and work towards victory in November. In April, we held many back to back volunteer trainings on Campaign Sidekick for automated calling. This month we held our April Central Committee virtually with guest speaker Mission Viejo Councilmember Greg Raths, our Republican nominee in the 45th Congressional District. We also swore in our new ex-officio members as we debated and discussed the best process for endorsing non-partisan local candidates in November.
While we are finding new ways to campaign and operate under the stay-at-home orders there are some factors we simply cannot overcome. Our Elected Official Awards, and our 21st Annual Flag Day Salute scheduled for June 13th, were postponed to the Fall. Flag Day has been an Orange County hallmark for two decades but none of the guidelines look like gatherings of almost 1000 people will be allowed anytime soon. We look forward to celebrating with you in the Fall.
We had a very strong election win this month in the City of Westminster. The Democrats led a wasteful recall attempt against our Republican City Councilmembers and almost 60% of voters rejected their tactics. In May we have another Democrat driven recall election in Santa Ana. We oppose the recall of Councilwoman Cecilia Iglesias.
