A coalition of hardline House Republican conservatives and libertarians has made their demands clear for keeping the government operational beyond September 30: the passage of the Safeguard American Voter Eligibility (SAVE) Act, a bill aimed at curbing illegal voting that many experts deem unnecessary.

Most federal agencies and their programs—excluding Social Security and Medicare—are funded only until the end of September. To extend government operations past this date and through the general election on November 5, Congress must pass a temporary spending bill, known as a continuing resolution, which also requires President Joe Biden's signature.

The SAVE Act is ostensibly designed to prevent undocumented immigrants from voting in federal elections, an act that is already illegal and, according to election experts, occurs so infrequently that it hardly warrants concern. Nevertheless, the bill has become a focal point for the Trump campaign, aiming to put Democrats on the defensive regarding the surge of undocumented immigrants crossing the border in recent years. The House passed the bill in July, with five Democrats supporting Republicans. 

While it’s not uncommon for Republicans to leverage funding deadlines to advance other legislative priorities, a government shutdown so close to a presidential election is unprecedented, and it remains uncertain whether all House Republicans would support such a strategy.
