Mansfield Officials Looting the Treasury This week we're beginning what will be a rather lengthy series on the rampant corruption plaguing Mansfield, Texas. The many problems we've exposed in the City of Fort Worth exist in other Tarrant County cities, though they haven't received the same level of attention. The issues we've discovered in Mansfield revolve around the City Council and involve what could potentially be many legal issues. The information we've uncovered will take multiple Roundups to fully discuss, but let's set the stage by introducing you to the men "looting the treasury" of Mansfield taxpayers. Casey Lewis is a former City Councilman. He was the Councilman for Place 4 from 2018 until this very year. Typically, City Councilmen do their duty, don't get rich off it, and return to normal life - our State Representative David Cook is an example here, who did very well serving on City Council. But for some, like Casey Lewis, it's not enough to serve. They need the taxpayers to make them rich. If your tax bill has been less than pleasant lately, and you're suffering from rising inflation, you should know that Casey Lewis is enjoying the fruits of your taxes. As soon as he left office, the City decided to hire him as the "Chief Sustainability Officer," paying him a comfortable $9,000 per month of your tax dollars. But the story gets worse. There are serious questions about whether this appointment violates both the City Charter and the law. The Mansfield City Charter states that no city councilman may be employed by the City for one year after their term in office. Casey Lewis just left City Council this year, and is already being paid by the City (you can read the contract here). Now, the City will likely claim that Lewis was not hired as an "employee" but as a "contractor." However, records show that Lewis' title is not as a "Contractor" or "Consultant," but rather - get this "Chief Sustainability Officer." A chief officer title, and one with leftist ideology to boot, doesn't sound like the position of a contractor. Nor does a cushy $9,000 per month salary. But what other perks does this "Contractor" receive from the City? Well, records show that Casey Lewis has 1) an office in the city government building, 2) an official city email, and 3) an official office phone in the city building with a city extension. Certainly a strange arrangement for a contractor. If you hired an employee with terms like these, would you consider him a "Contractor?" Likely not. But the circumstances surrounding Lewis' hiring raise some troubling questions as well. It appears that this hiring decision was made without public notice, and it doesn't appear that there was any bidding on the "contract" work. If this is the case, the hiring could potentially violate not only the City Charter but also hiring law or Equal Employment Opportunity rules. Certain ethical questions also arise from this hiring. If this decision serves a private interest rather than a public interest, would it violate the fiduciary duty of the City Council and City Manager, potentially opening them up to legal liability? Would the immediate hiring of a former City Councilman for such a large salary potentially violate conflict of interest norms? If you're a lawyer, please reach out with any thoughts on this subject. Speaking of looting the treasury, let's talk about another prominent resident of Mansfield who, it doesn't seem, has violated any law with his hiring, but is nonetheless egregious. Donald Williams used to be the associate superintendent of Mansfield ISD for communications and marketing (whatever this means for a public school). As of this year, he retired from the job after a long tenure. Well, just like Casey Lewis, he has taken a huge payout at the cost of Mansfield taxpayers. According to Mr. Williams' contract, viewable here, he is being paid $7,307.68 bi-weekly and a monthly $750 vehicle allowance to serve as a "Chief Communication Officer," yet another position that doesn't sound at all like a contracting position. Annually, that comes out to $184,384.32 per year of taxpayer dollars. This is yet another example of City officials using their position to pay off their friends and loot the city treasury. Note that both Mansfield City Council and Mansfield ISD have elections coming up next May! It may be helpful to understand how corrupt these hirings are if we put some numbers into context. Mansfield proper has around 81,000 residents. The total debt owed by the City is $415,353,432 (yes, that's millions). Since they're paying Mr. Williams almost $200k annually, and Mr. Lewis $204,461.52, that number might shock you. Note that, just as with the leftist Fort Worth bureaucrats we've discussed before, both these men make more money than Governor Abbott. What does it look like if we compare these men's salaries with some of the items in the Mansfield City budget, to see where priorities lie? Well, the Emergency Medical Services (EMS) total salary budget for Mansfield is $268,448, only slightly more than either of these men make, and less than they make combined. Mansfield EMS's budget for medical supplies is only $173,660 - less than either of these men make in a year. The entire budget for the Senior Center is only $375,304. Is the "Communications" and "Sustainability" work done by these two worth more than caring for the seniors of Mansfield? We think not. This is it for now.
