The City of Newcastle, 10 W. Warwick St., Newcastle, WY 82701, will conduct a public meeting at 6:00 p.m., local time, on September 3, 2024, in the City Council Chambers. The purpose of the meeting is to allow citizens to review and comment on the following project: Landfill #1 Remediation Project. Landfill #1 is located between Rodeo St. and Divide Ave. The landfill was originally opened in 1922 and operated until 1986. Water that infiltrates the landfill is collecting constituents which is called leachate. Leachate has been found below the landfill. This project is a joint effort with the City of Newcastle and Wyoming Department of Environmental Quality. The Probable Construction Cost is estimated to be $3,573,261.
At the meeting, the Public Works Supervisor and representatives with Wyoming Department of Environmental Quality will present the preliminary design of the proposed project and will discuss the estimated cost of the project and the plan for funding the improvements. The City of Newcastle will receive 75% of the project cost from Wyoming Department of Environmental Quality Remediation/Cease and Transfer program. Based on current cost estimates, the City of Newcastle plans to borrow one million dollars $ 1,000,000 with anticipated 25% loan forgiveness from the Wyoming Clean Water State Revolving Loan Fund administered by the Wyoming Office of State Lands and Investments. Garbage enterprise fund will be used to repay the loan. Loan terms will be 1.5% interest rate and 20-year duration.
