Research: Persistent Public Charge Chilling Effect

New Urban Institute research shows that the “chilling effect” resulting from the Trump public charge regulation persists years after its reversal in 2021. Interesting findings include:

  • Nearly ¼ (23.6%) of adults in mixed-status families avoided safety net programs last year because of green card concerns
  • Adults in families with children were twice as likely to avoid safety net programs because of green card concerns than those without children
  • The chilling effect deterred more than 10% of adults in families where every member was already a U.S. citizen or had a green card

Outreach: Parole in Place Webinars

Under a new initiative announced in June by the Biden Administration, USCIS will begin accepting “parole in place” applications from eligible spouses of U.S. citizens starting on August 19. Immigrant advocacy organizations, including the National Partnership for New Americans and other PIF partners, are sponsoring webinars to help nonprofits and families learn about the new program and help people apply:

Resource: Safety Net Access for COFA Immigrants

Recent changes to federal law expanded safety net access for immigrants from The Marshall Islands, Micronesia and Palau – the “Compacts of Free Association” (COFA) countries the U.S. bombed repeatedly during mid-century nuclear weapons tests. Federal agencies have begun issuing implementation materials, and our partners at the National Immigration Law Center have compiled these resources in one place to make it easier for organizations that work with COFA immigrants.
