While landmarks like Yellowstone’s geysers and Yosemite’s El Capitan are renowned, the Apostle Islands offer their own extraordinary features of sandstone cliffs, historic lighthouses, and ice caves that merit the same kind of recognition. This is why I'm advocating for the elevation of the Apostle Islands from a National Lakeshore to Wisconsin's first National Park.
As I highlighted in my last Telegram, this prestigious designation would provide lasting protection for the Islands while also driving tourism, bolstering Main Street economies, creating new jobs, and attracting new investment that can help expand local opportunities.
We are talking about a lasting, positive economic impact that will benefit surrounding communities – and the protection of this unique national treasure for generations to come. I understand that some of you may have questions, and I'd like to address some of the misinformation that's been circulating.
Treaty Rights Remain Unchanged: First and foremost, nothing in my bill does anything to alter or change existing treaty rights. This is something that the National Park Service themselves confirmed with us during consultations on the legislation before it was introduced. That said, to help allay any misplaced fears, I plan to amend the bill to explicitly state that nothing in the legislation should be construed to change or modify any existing treaty obligation.
Increased Economic Development: Second, historically, similar upgrades from national lakeshores to national parks, such as the 2019 reclassification of Indiana Dunes, have come with substantial increases in economic activity. Applying the Indiana Dunes model to the Apostle Islands means economic benefits could potentially double in neighboring communities.
Additionally, National Park status often comes with increased federal investment for conservation programs and infrastructure improvements. Five years after the Indiana Dunes National Park designation, for example, NPS funding was up over 9%. While the National Park Service already protects and manages the Islands, elevating them as crown jewel of the Park System will only help ensure further prioritization of future Park improvements.
Preserving Hunting Access: The bill will not change any existing boundaries. It will be the same boundaries as the current Lakeshore. Sand Island would be designated as a National Preserve to protect hunting access. The preserve on Sand Island will be managed exactly how hunting is currently managed on the Lakeshore and protected by the Park Service. Although hunting is not typically permitted in national parks and is already very minimal on the Apostle Islands, this provision was included to ensure that our sportsmen and women retain access.

Gray wolf attacks in backyards
The rise in wolf attacks proves the urgent need to delist them from the Endangered Species Act and return management to the states. The folks living in northern and western Wisconsin have been on the frontlines of these grim incidents. Just a few weeks ago, a chihuahua was snatched by a gray wolf in Woodruff, and earlier this year, a Labrador Retriever was killed by wolves in Mason. You can read more about these heartbreaking stories here and here. It’s clear that the wolf population needs to be better managed, and my legislation to make sure it does – the Trust the Science Act – has already passed the House and is awaiting consideration in the U.S. Senate. This bill would remove the gray wolf from the list of federal endangered species, prevent activist courts from “re-listing” it, and put management decisions back into the hands of state officials. UN-surprising: Terrorists on the UN payroll
Regular Telegram readers know that waste, fraud, and abuse are the defining characteristics of the scandal-plagued United Nations. Well, we can now add employing terrorists to that unfortunate list. This week, the UN confirmed what many of us have suspected for a very long time: That several of its own staffers took part in the October 7 Hamas attacks on Israel. Sadly, their conclusion was hardly a surprise. As early as January, there were credible reports thatmultiple UN “relief” agency workers were involved in murder and hostage-taking as part of the coordinated Hamas assault. But the story doesn’t end there. Plenty of Hamas terrorist foot soldiers likely remain embedded in the UN, given that some 10% of the agency’s staff – as many as 1,200 people – have links to the terror group. Making matters worse, since American taxpayers foot the largest share of the UN budget, our tax dollars help finance the UN and its shady activities. That’s why earlier this year, I joined several of my colleagues in urging congressional budget writers to shut off American funding for this dangerous UN office. It’s also why I filed an amendment to completely zero out all U.S. contributions to the UN back in June. UN-believably, every House Democrat voted against my amendment (you can check out the vote tally here). Perhaps in light of these shocking new revelations of terrorists on the UN payroll, they will reconsider that view.
Biden-Harris border disorder
For years, we’ve watched as the Biden-Harris administration has categorically refused to enforce our immigration laws. They’ve released millions of illegal aliens stopped at the border into our country and abused our laws to fly millions more directly into American communities – making every state a border state. This week, the levels of fraud became so rampant, so massive, and so public that the White House quietly paused one of their own misguided illegal alien importation programs – but it’s simply too little, too late. And it isn’t just run-of-the-mill unvetted foreigners that are being cut loose into our neighborhoods. A bombshell report this week revealed that the Biden-Harris Homeland Security Department has released at least 99 illegal immigrants who triggered hits on the terrorist watch list into the United States – some were even granted asylum. I’ve long warned about the Biden-Harris administration’s rampant abuse of so-called “parole” to flood our country with migrants who don’t have valid visas. It’s why I authored legislation to shut that abuse down, and why that legislation was included in the tough border security bill that the House passed last year. Unfortunately, the Senate has refused to act on it. Here’s the bottom line: Every day the Senate delays consideration of this vital bill is another day Americans are put at risk by the gaping loopholes in our security apparatus that Biden-Harris White House opened up. That isn’t just irresponsible, it’s dangerous.

Billionaire sets up shop in liberal state attorney general offices
Remember how the far Left used Zuckerbucks to infiltrate our elections by trading private grant funding in exchange for placing political operatives in key positions during the 2020 election? Well, they didn’t stop there. It turns out, that 2020 presidential candidate Michael Bloomberg created a program to bankroll his own personal government of prosecutors who are then dispatched to liberal state attorney general offices to aggressively pursue their “progressive” agenda through the court system. Earlier this year, Wisconsin Attorney General Josh Kaul hired Karen Heineman for a new special assistant attorney general’s position on environmental litigation at an annual salary of $90,000, which is being entirely paid for by Bloomberg’s army of attorney’s program at the State Energy and Environmental Impact Center (SEEIC) at New York University Law School. It should go without saying, but I’ll say it. It is completely unacceptable that out-of-state billionaires are currently allowed to set up shop within our legal system to achieve their own pet projects. That’s why I signed on to Rep. Scott Fitzgerald’s (WI-05) bill, The Ensuring State Attorney General Accountability Act, which would prohibit outside organizations from providing direct funding to state attorneys general for lawsuits, investigations, or hiring. District Update
Connecting with the Wisconsin Towns Association
Last week, I enjoyed attending the Wisconsin Towns Association meeting in Oneida County. We had a good discussion on my bill to delist the gray wolf from the endangered species list, coordinating with the federal government, and the Biden-Harris administration’s push to erase Title IX. As Telegram readers know, the Biden administration has rewritten Title IX to allow biological men to use women’s locker rooms and bathrooms while also allowing biological men to take women’s scholarships. You can read more about this rule here. This is something Republicans are trying to stop. Last month, we passed Rep. Mary Miller’s (IL-15) Joint Resolution to rescind the Biden-Harris rule. As a father of three daughters, I am passionate about women having a level and fair playing field in sports.

Back-to-school supply drives
In less than a month, students will be heading back to school, and it’s never too early to start thinking about supplies. In an era where shrinking paychecks are making it hard for families to put food on the table and gas in their car, back-to-school shopping can be an additional financial burden. With 52 percent of parents expecting to spend more than they did last year, I wanted to make sure you had the resources necessary to get supplies at little to no cost. Those willing to donate can also do so at these drives. For those in central Wisconsin, “Supplies 4 Success” hosted by the United Way provides backpacks, supplies, and hygiene products. In western Wisconsin, the Sylvan Learning Center is filling backpacks for those in the Hudson school district.
