Even as Congress has made significant resources available through the Energy Act of 2020, the Infrastructure Investment and Jobs Act, the CHIPS and Science Act, and the Inflation Reduction Act, our existing permitting and regulatory approval processes are sidelining resources, stopping projects, and limiting the benefits of those policies. Members of Congress have sought for years to address these issues, but only limited improvements have passed, including most recently as part of the debt ceiling deal. Now, with limited legislative days remaining on the Congressional calendar, the Senate Committee on Energy and Natural Resources Chairman Joe Manchin (I-WV), and Ranking Member John Barrasso (R-WY) have struck a deal that they hope carries favor with enough members to make it to the president’s desk. Introduced as S.4753, The Energy Permitting Reform Act of 2024, the legislation draws on provisions supported by both sides of the aisle as well as fossil and renewable energy interests and was passed out of committee on July 31, 2024. In 2018, Alex was appointed as the Executive Director of the Federal Permitting Improvement Steering Council. Prior to that, he served as Director of Infrastructure, Council on Environmental Quality (CEQ), where he authored Executive Order 13807: One Federal Decision-Establishing Discipline and Accountability in the Environmental Review and Permitting Process for Infrastructure Projects. Previously Alex was the Deputy Staff Director for the U.S. Senate Environment and Public Works Committee, Legislative Director for Sen. James Inhofe (R-OK), and Director of Transportation and Infrastructure at the U.S. Chamber of Commerce. Neil Chatterjee - Neil Chatterjee is a former Commissioner and Chairman of the Federal Energy Regulatory Commission (FERC), and has deep ties in Washington and across the industry, with extensive experience across the energy landscape both domestically and internationally. He is respected for his ability to strike compromise and work with a wide variety of stakeholders. In his time on the Hill and at FERC, Neil built a reputation as a bipartisan operator who builds alliances and cuts through red tape with an eye on always promoting innovation. Neil’s significant knowledge and experience is derived from operating at the highest levels of government and as such, is able to provide clients valuable insights and counsel when navigating the highly regulated energy industry. Scott Segal - Scott Segal is a Partner at Bracewell and co-chair of the firm’s Policy Resolution Group, the government relations and strategic communications section. He has more than two decades of experience across a broad range of policy and communications issues, with particular experience dealing with energy, the environment and natural resources. He has testified before Congress and administrative agencies numerous times on matters related to energy and environmental policy. Scott taught law, policy development and communications at the University of Maryland (University College) and at Johns Hopkins University.
