It's been a busy summer! In July, I was proud to introduce four pieces of legislation and announce millions of dollars to provide resources in our communities, to financially assist Louisiana farmers, tackle environmental justice challenges, move on climate action, and so much more.

Carter in Congress
Compensation for Louisiana Farmers Harmed by USDA Discrimination
This month I announced new financial assistance from the U.S. Department of Agriculture (USDA) for eligible Louisiana farmers who experienced documented discrimination in federal farm lending programs. Louisiana has 1,265 recipients selected totaling $77,351,490 awarded. Farming and agriculture in the United States has historically withheld access to communities of color and other marginalized groups. These awards are a significant step to ensure farmers and ranchers can sustain their livelihoods, contribute to the economy, and pursue new agricultural opportunities. Learn more.
$59.8 Million for Climate Change Resilience and Coastal Hazards
I'm excited to share that the Department of Commerce and the National Oceanic and Atmospheric Administration (NOAA) has awarded funding to Louisiana through the Climate Resilience Regional Challenge. Awardees in Louisiana will receive $59.8 million for three projects to make the state’s coast more resilient to impacts from the climate crisis, including sea level rise and stronger tropical storms. $50 Million for Climate Action Initiatives in New Orleans
I'm proud to announce $49,975,589 from the U.S. Environmental Protection Agency (EPA) for the City of New Orleans through the Climate Pollution Reduction Grants (CPRG) Program. This is a monumental step for environmental and climate resilience efforts. It will enable New Orleans to implement critical greenhouse gas reduction measures, reinforcing our commitment to sustainability and the well-being of all Louisianians. Learn more.
Tackling Environmental and Climate Justice in Louisiana
I recently announced new funding from the U.S. Environmental Protection Agency (EPA) for Dillard University and the United Way of Southeast Louisiana through the Community Change Grants Program. They will receive $19.94 million to reduce air pollution and strengthen community resilience to natural disasters. These innovative and community-focused solutions will ensure a healthier, more sustainable future for all. Learn more.
Men's Health Month Resolution
As the chair of the Congressional Men's Health Caucus, I introduced the Men's Health Month Resolution. This initiative encourages men to set an example for their families by engaging in preventative health care. To effectively take care of each other, it's essential that we also prioritize our own health and well-being. Learn more.
Marijuana Misdemeanor Expungement Act
No one should be in jail just for using or possessing marijuana. I introduced the Marijuana Misdemeanor Expungement Act to restore justice to millions of Americans who have suffered excessive secondary consequences associated with marijuana-related misdemeanors. These misdemeanors, even without a conviction, can restrict the ability to access educational aid, housing assistance, occupational licensing, and even foster parenting. Learn more.
Human Trafficking Awareness Training Recognition Act
People who work in the entertainment, hospitality, and transportation industries are often the first to detect and combat human trafficking. My bipartisan Human Trafficking Awareness Training and Recognition Act aims to expand vital training programs to these employees. We must do everything in our power to protect human lives. Destruction of Hazardous Imports Act
I recently introduced the bipartisan Destruction of Hazardous Imports Act alongside Representative Clay Higgins (R-LA). This legislation empowers the U.S. Food and Drug Administration (FDA) to destroy foreign food products that do not pass health inspections. By doing so, it aims to safeguard the quality of our seafood and support the livelihood of fishermen in Louisiana. Learn more.
NEW Funding for Community Lighthouses
I secured an additional $806,000 for Together New Orleans through the U.S. Department of Energy’s (DOE) Office of Electricity (OE) Energy Storage for Social Equity?(ES4SE) Program. By funding the construction of seven additional community lighthouses, this initiative ensures that vulnerable neighborhoods in our community have access to vital resources like charging stations, cooling centers, and emergency supplies during power outages. This project enhances energy security and highlights the power of community-driven solutions in achieving equitable clean energy transitions. Learn more.
Hurricane Preparedness and Recovery Symposium
As the founder and co-chair of the Congressional Disaster Preparedness and Recovery Caucus, I was proud to host the Hurricane Preparedness and Recovery Symposium with Edison Electric Institute. Storms don’t discriminate and it’s more important than ever that we work together to save lives and prepare our communities.

Supporting Apprenticeship and Pre-apprenticeship Programs in LA-02
I believe that young people are our future and I am doing everything in my power to help them be successful. I was proud to secure $1.2 million for the Urban League of Louisiana to further enhance professional development opportunities for Louisiana's young people. This investment will promote inclusivity, economic resilience, and the overall prosperity of our community. Learn more.
Orleans Parish Sheriff’s Office Reentry and Reunification Grants
I partnered with the Orleans Parish Sheriff’s Office to celebrate the recipients of new Reentry and Reunification grants. These grants will help support individuals in their transition back into society. I'm proud to have secured $3.9 million for this project to provide essential resources, support, and opportunities to help individuals rebuild their lives. This is a significant step towards promoting rehabilitation and reducing recidivism in our community.
Algiers Indoor Swimming Pool
As someone who grew up in the vibrant and resilient neighborhood of Algiers, I'm thrilled to announce federal funding for the New Orleans Recreation Development Commission. This $4 million grant will allow the Cut-Off to have its own indoor swimming facility that will offer various public services including year-round water safety instructions, water aerobics for both adults and seniors, and recreational swimming for all ages. Throughout July, I met so many friendly faces who made their way to our nation's capital. From Miss Louisiana USA, former Olympians, Gold Medal Congressional Award recipients, and my summer intern class, it's a blessing to serve Louisianians in Congress!

Congratulations to my wife, Andree “Ana” Carter, who was officially confirmed by the United States Senate to be promoted to Two-Star General. She is now the Commanding General of the US Army Civil Affairs and Psychological Operations Command (Airborne), the first woman in this nation’s history! I am so very proud of her!
Remembering Congresswoman Sheila Jackson Lee
The U.S. Congress has lost a true stateswoman. Texas and our nation have lost a fierce defender of justice, fairness, and democracy. Sheila Jackson Lee was a cherished friend and mentor to many, and her legacy will inspire us all. Rest in peace, my dear sister. Job well done. Watch my remarks here.
Remembering Tessie Prevost
Tessie Prevost was just a young girl when she bravely walked into McDonogh 19 Elementary School, integrating it as one of the "McDonogh Three." Her courage and profound impact on New Orleans and our nation will never be forgotten. In her honor, may we continue fighting for equality. Rest in power, Tessie.
Remembering Jackie Clarkson
Jackie Clarkson was a fierce defender of Algiers and a Louisiana legend. She was incredibly impactful during her service as New Orleans City Council president and in the Louisiana House of Representatives. Jackie was also a loving mother, wife, and a dear friend. I am honored to have known her and my prayers are with her family. May she rest in peace.
Remembering William Rouselle, Jr.
William Rouselle, Jr. was a dear friend, trailblazer, media personality, and civic leader. His impact on New Orleans and the people in our community will not be forgotten. Rest in peace, Bill.
Veraniece “Nanny Vera” Williams
I was honored to present Veraniece “Nanny Vera” Williams with a Congressional Record recognizing her dedication to 50 years in education in LA-02. Her innovative teaching methods and role as a mentor and leader in multiple educational and professional associations have impacted countless lives. Thank you, Ms. Williams, for your unwavering commitment to our community.
Sheriff Henry L. Whitehorn
A huge congratulations to Sheriff Henry L. Whitehorn for becoming the first African American Sheriff of Cado Parish. Sheriff Whitehorn is incredibly qualified for the position with years of law enforcement experience beginning in 1978 since then Sheriff Whitehorn has displayed his transformative leadership abilities in every position he has worked in. After 20 years of incumbency I am looking forward to working with such a great leader to continue to better our state.
Congressional Art Competition Winner
I want to extend a huge congratulations to LA-02’s 2024 Congressional Art Competition winner, Tiffany Elle Foxworth from Episcopal High School of Baton Rouge! Tiffany is incredibly talented and her artwork “My Faux Feline” will hang in the U.S. Capitol for the next year. Congrats again!
