How does phased evaluation of programs improve the odds of positive outcomes?

Phased evaluations assess programs in stages. By dividing an evaluation into phases, a program can adjust and improve its processes along the way, increasing the likelihood of positive outcomes at the program’s conclusion. 

A phased evaluation assesses a program at four different points: formative, process, outcome, and impact. Assessments at each of these stages can identify initial successes and challenges, allow early monitoring and modifications, and provide information about short- and long-term outcomes.
