San Francisco’s homeless crisis is holding us back and preventing us from being the world-class city we have been in the past and can be again.

It’s no secret that San Francisco doesn’t have enough shelter for our unsheltered population. Other candidates running for mayor are making promises to end street homelessness, but I have a real, achievable 5-point plan to get it done by the end of my first term.

Here’s my plan at a glance:

  1. Reform the “Point in Time Count” and use it to move people off the streets. Because you can’t manage what you don’t measure. 

  2. Fund at least 1,000 homeward bound trips each year. Anyone who is homeless and wants to be reconnected with family should be offered homeward bound at every stage in the process of coming inside.

  3. Provide enough shelter to enforce “no camping” orders in our neighborhoods. We can do so by creating and building 600 new “tiny home” sleeping cabins, opening 5-10 new Safe Parking sites, converting 1,000 tourist hotel rooms acquisitions into shelter, and leasing over 500 hotel rooms as soon as possible for families.

  4. Enforce “No Camping” orders with neighborhood support. Once we have created a “No Camping” order, we will involve neighborhood residents, activists, and the district supervisors to ensure that the order is enforced. 

  5. Prioritize exits from homelessness to permanent housing. This will ensure people no longer languish for years in temporary housing, freeing up temporary housing for others on their pathways out of homelessness. As mayor, I’ll commit to funding an additional 1,000 exits each year from homelessness. We can also move costs from downstream to upstream with a homelessness to housed fund. As people are moved into safer spaces inside, overall costs on the social safety net will also be reduced.
