   *Gov. Reynolds issues disaster proclamation to support Sioux County students’ return to school after severe flooding*  DES MOINES—Gov. Kim Reynolds has issued a _disaster proclamation [ [link removed] ]_ for Sioux County in response to severe storms and flooding that occurred on June 21.   The governor's proclamation suspends specific regulatory requirements in order to construct and install emergency classroom facilities prior to the start of the school year. At the governor’s direction, state agencies have evaluated the contract to ensure improvement costs are reasonable. The proclamation is in effect for thirty days and directs the following measures: 
* Temporarily suspend the regulatory provisions of Iowa Code prohibiting a governmental entity from entering into a design-build contract for the construction of a public improvement. 
* Temporarily suspend the regulatory provisions of Iowa Code which place restrictions on life cycle contract costs as it relates to contracting for public improvement or construction of a public building, including new construction or renovation of an existing public building, by the state, or an agency of the state. 
* Temporarily suspend the regulatory provisions of Iowa Code which requires a public notice of hearing on any public improvement contracting in excess of the competitive bid threshold identified in Code.
