Proposed UIC for Tallgrass High Plains Carbon Storage

The Underground Injection Control (UIC) Program regulates the storage of carbon dioxide in underground geologic reservoirs within the state. Operators of such facilities are required to receive coverage under a UIC permit. The purpose of this notification is to inform the public that the UIC Program is proposing the issuance of five (5) permits for Tallgrass High Plains Carbon Storage LLC, 4200 West 115th Street, Leawood, KS 66211 as follows:

The proposed permits are for Class VI UIC wells at a geologic sequestration site in southeast Wyoming in Laramie County. The draft permits for the UIC Class VI injection well proposes to inject carbon dioxide, for the purpose of storage, into the Lyons Sandstone at approximate depths between 8,615 to 9,511 feet below ground surface. The expected quantity of carbon dioxide for storage for these five wells is approximately one-hundred and twenty-five (125) million metric tons.

The UIC Program has determined the permittee has satisfied all requirements of Wyoming Water Quality Rules Chapter 24 and Wyoming Statutes 35-11-313 through 35-11-320, contingent on receipt of a unitization order from the Wyoming Oil and Gas Conservation Commission.

The public comment period begins July 30, 2024, and ends October 1, 2024. During the 60-day public comment period, any interested person may submit written comments on the proposed permit and may request a public hearing be held. Electronic comments may only be submitted through and accepted by the WDEQ comment portal provided at http://wq.wyomingdeq.commentinput.com/.

The UIC Class VI Program will hold a hearing following the public comment period on October 1, 2024, at the Laramie County Library, 2000 Pioneer Avenue, Cheyenne, WY 82001 in the Cottonwood Room. An informational meeting will be held from 5:00 p.m. to 6:00 p.m. with the hearing from 6:00 p.m. to 8:00 p.m.

All written comments and requests received prior to 8:00 P.M, October 1, 2024, in the Cheyenne office or at the hearing will be considered.
