current regulatory process for permitting is agonizingly slow — oftentimes
taking a decade or longer to approve a single project — leading to delays
in upgrading transmission lines, implementing clean power, and job
creation. While the EPR Act takes measures aimed at speeding up that
process, the parts of the bill that prioritize polluters like oil and gas
