Texas Child-Centered Care (T3C) Updates

The Texas Department of Family and Protective Services (DFPS) is excited to announce the release of the July 2024 update to the Texas Child-Centered Care (T3C) System Blueprint.

The T3C System Blueprint is a guide to help Texas foster care stakeholders understand the framework and parameters for T3C’s service packages and add-on services. DFPS will continue to update the T3C System Blueprint quarterly (January, April, July, October) to include revisions (if necessary) and provide detailed information related to transition and implementation of the T3C System. During the transition to this new system, we will learn lessons and make modifications for continued improvement, and the T3C System Blueprint will be the primary way we communicate those changes. Among the updates to this version of the T3C System Blueprint are details regarding the Interim Credential Process.

You can find the updated version of the T3C System Blueprint, and any previous versions of the document, on the DFPS Texas Child-Centered Care webpage.  You can also find a change log that details the changes made in the most recent Blueprint.


Webinar & FAQ

DFPS is hosting a webinar that will give a brief overview of the updates made to the T3C System Blueprint.  The webinar will be held on:

Office Hours

The Texas Alliance for Child and Family Services and DFPS are excited to partner together in virtual T3C Office Hours! T3C Office Hours are regularly scheduled and allow Licensed Providers to drop in and ask any questions about T3C. Whether you’ve got a question about T3C requirements, updated Blueprints, credentialing, FAQ, Rates & Funding, Events & Training, or anything else T3C, drop in and ask us!

T3C Office Hours are available for Licensed Providers only and will allow those providers to ask burning questions and learn from the experience of others.

T3C Transition Grants for FY 2024 Distributed, More Resources Available for Providers

ACH Child and Family Services-Our Community Our Kids (ACH-OCOK), in partnership with the Texas Center for Child and Family Services (TCCFS), the SSCCs, and DFPS has distributed $5.728 million in T3C Transition Grant funds for Fiscal Year 2024 to 80 licensed foster care providers across the state. Thirty-five providers received an Operations Grant, for providers who indicated that they are advanced in their readiness activities and hope to become credentialed to provide at least one T3C Service Package in 2025. Forty-five providers received a Building Grant to help them develop and establish their readiness plans. The T3C Provider Transition Grants RFA was released on May 8, 2024, and closed on May 24, 2024. Award notifications occurred the week of June 17. 

For FY 2024 Transition Grants:

  • 229 applications were received from 143 unique organizations. Funds requested exceeded $15.5 million.
  • 80 awards were made of grants ranging from $9,500 to $150,000.
  • Providers from every region and catchment area of the state are receiving awards.
  • Providers who serve in legacy regions and contract with every SSCC received grants.
  • The experience of grant awardees varies from decades of service to those open for less than two years.
  • Collectively, organizations receiving the grant awards have indicated their intent to credential across the full array of T3C service packages. 

Additional grant funds are available for FY 2025, and more details are coming soon. Opportunities for training, technical assistance, and information sharing continue. DFPS and

TCCFS continue to host monthly T3C Office Hours, so that licensed providers can ask any questions they may have about T3C.


Training Opportunities

TCCFS has also launched a series of Training Opportunities available online this summer/fall. Topics include:

  • Creating Safe Spaces for Children
  • T3C and Technology Needs
  • Core Components of Accounting
  • Identifying & Developing Treatment/Program Models
  • Understanding STAR Health
  • Operating in a Managed Care Environment
  • Supports for Youth 14+
  • Mergers, Partnerships, & Acquisitions

TCCFS will continue to add training opportunities to the website, and providers can register for live events or access previously recorded events through the Online Learning Center.

Providers can also continue to take the T3C Readiness Assessment to help determine their organization’s T3C Readiness and necessary steps to become more prepared to credential in T3C Service Packages.
