Fellow Conservative,

It’s only been 30
days <[link removed]> since President Joe Biden and former President Donald Trump participated in a presidential debate. In the last few weeks a lot has happened. But regardless of the name change, voters face the same choice at the ballot box: The continuation of Biden-Harris's failed, far-Left policies—or a safer, more prosperous, more secure America with a conservative president.
Make America San Francisco?
Last weekend, President Biden announced his decision to end his campaign and endorse Vice President Kamala Harris. No incumbent president has dropped out of the presidential race since Lyndon Johnson in 1968.
Unfortunately, Americans have little reason to expect a different outcome from his replacement. The underlying issue of Biden’s presidency is not his failing health — it’s his failed policies. Kamala Harris says she will “proudly” put her record against President Trump’s.
But what’s in her record?
Since Joe Biden put her in charge of the border, Kamala Harris has overseen the worst invasion in U.S. history—while comparing immigration officers to the KKK <[link removed]>. As a senator, Kamala the “border czar” tried to open the floodgates for illegal immigrants by introducing the “American Dream Employment Act of 2019” to give illegal aliens work authorization. Kamala Harris will decriminalize border crossings, abolish ICE, and give illegal immigrants free health care.
Kamala Harris is a vocal proponent of Medicare for All. She said we should "move on" from letting Americans pick their own insurance. She wants to "ELIMINATE" private health insurance altogether—forcing all Americans onto government-run plans.
Kamala Harris fully supports AOC’s radical ‘Green New Deal,’ which would cost taxpayers TRILLIONS in the name of ‘environmental justice’ while restricting your access to gas cars and household appliances. Kamala Harris thinks the solution to climate change is to “reduce the population” and control the amount of meat you’re allowed to eat. Kamala Harris will make life even more unaffordable for Americans by attacking domestic energy production.
Like DA Alvin Bragg, Kamala is radically pro-criminal.

- She opposed CA's “3 strikes” law that put violent criminals in jail.
- She helped bail out dangerous BLM rioters.
- & she wants to END CASH BAIL, which would put more criminals on the street.

Last, but certainly not least, Kamala Harris has repeatedly promised to take executive action to CONFISCATE guns. She has said we “have to do a buyback program. I support a MANDATORY buyback program.” AKA—she’s going to shred the Second Amendment.
Harris lied to Americans for years and covered up Joe Biden’s decline. With Biden unable to do the job, Harris has been in the driver’s seat. She’s responsible for the disasters of the past four years.

Congress Investigates the Secret Service
This week, former Secret Service Director Kimberly Cheatle testified before the House Oversight Committee <[link removed]> regarding the assassination attempt on President Donald Trump in Butler, Pennsylvania.
While Director Cheatle has resigned, the American people still have questions.
That is why Heritage Action supports the creation of an independent commission capable of uncovering the truth without interference of those who might have an agenda.
Mark Morgan, a former senior Homeland Security official and FBI agent has laid out the criteria for what the commission should look like. Morgan has explained <[link removed]> that the reality is the American public’s trust in the Department of Justice, FBI, and Congress has all dropped dramatically in recent years.
The result of the investigations being conducted by the FBI and Department of Homeland Security are unlikely to address the concerns of the American public. Not only do the American people not trust these institutions, these investigations will likely be siloed. Morgan writes:
“We're going to have the DHS IG and Secret Service doing their thing. We're going to have the FBI doing their investigation in the shooting…So, we're going to have all these different stovepipe things that are happening, really independent of each other.”
Congress also simply doesn’t possess the authorities or capacity needed to conduct a full and complete investigation. An independent commission would be able to bring together subject matter experts from outside the current administration, free from political influence.
Heritage Action fully supports the creation of an independent commission and calls on Congress to approve one as fast as possible.
Key Vote Alert: Protecting the Minds of our Youth
Heritage Action has Key Voted <[link removed]> two bills to be included in our legislative scorecard: The Kids Online Safety Act (KOSA) and the Children and Teens’ Online Privacy Protection Act (COPPA 2.0). The Senate has combined both bills into one package and is expected to vote on the package next week.
The Kids Online Safety Act (KOSA) fills a vacuum in protecting America’s children in three key areas:

- Providing platform accountability
- Increasing transparency
- Empowering users in the form of parental controls and user safeguards

Data shows <[link removed]> that American children are more anxious, lonely, depressed, and suicidal because of the amount of time they spend on their phones and social media.
Under KOSA, online platforms would be required to implement measures to:

- Design and operate their products to prevent and mitigate mental health struggles such as anxiety, depression, eating disorders, as well as antisocial behavior such as violence, online bullying, and sexual exploitation, to name a few
- Requires platforms to share their policies and practices related to user data in a clear, conspicuous, and easy-to-understand manner
- Requires platforms to provide accessible and easy-to-use tools that allow kids and their parents to limit intrusive features such as notifications and the sharing of geolocation
- Gives control of children’s online privacy settings to their parents

Under COPPA 2.0 privacy protections will be increased because it:

- Increases the age of protected minors from 12 to 16 and prohibits the collection of data on children for unauthorized purposes
- Requires online notices of data collection and user rights
- Provides teens and parents of children (under 13) with the right to request deletion or correction of personal information
- Changes the knowledge standard from actual knowledge to actual or fairly implied knowledge that a user is a minor

Combined, this is the most significant online accountability legislation to rein in Big Tech since the ‘90s.
This bill is expected to be voted on in the Senate next week. The House of Representatives is in recess until September 9th, after which we will work for them to take up and pass this bill as well.
In Case You Missed It
The United States <[link removed]> will be represented in the Paris Olympics by 592 athletes, the most of any other country this year. The U.S. will have at least one athlete competing in 31 of the 32 sports offered this year.We hope you’re able to enjoy the Olympic games and watching American athletes return home with the gold, silver, and bronze on behalf of the greatest country in the world.- Ryan and the Heritage Action team
