Thanks to pro-housing reforms that California YIMBY helped pass, more than 80,000 new homes have been built over the past seven years – often in people’s backyards.
We’re talking about Accessory Dwelling Units (ADUs), sometimes known as backyard cottages, casitas, or granny flats. California’s nation-leading ADU reforms have helped add tens of thousands of new homes to single-family neighborhoods all across the state.
And good news – these homes are wildly popular! There’s more demand for ADUs than are currently available; and so, we want to build on this momentum. That’s why California YIMBY and the Casita Coalition are co-sponsoring SB 1211 by Sen. Nancy Skinner to continue this trend, and encourage more ADUs on multifamily properties by removing common barriers to their construction.
SB 1211 passed the State Senate earlier this year. It’ll be up for a vote in the Assembly Appropriations Committee soon, and we need you to help show that Californians support this bill.

Current law allows up to two “detached” ADUs (i.e., stand-alone structures) on properties with multi-family housing, as well as additional interior ADUs – as long as they are built within the existing building, such as in a storage area or garage.
This restriction on the number of detached ADUs, combined with the requirement that additional homes may only be built within existing residential structures, means that many properties cannot legally accommodate more homes – even if they have room to build them.
SB 1211 increases the number of detached ADUs that can be built on a multifamily property from 2 to up to 8, depending on the existing number of multifamily units on the site. SB 1211 also prohibits local governments from requiring replacement of surface parking spaces when existing parking is repurposed for ADUs. However, cities would retain the power to enact ordinances that require that tenants who lose access to parking or other building amenities be compensated.
SB 1211 passed the State Senate and has also passed other policy committee votes in the State Assembly. But we’ve seen great bills get stuck on that last vote, and we expect NIMBYs to put up a fight. SB 1211 will likely be up on the Assembly floor soon. We need your help to continue the momentum!
