New Analysis Shows Child Care System needs $9.6 Billion per Month to Survive the Pandemic

CLASP and the National Women's Law Center are excited to share a new brief in partnership with Aaron Sojourner, former senior economist for labor at the White House Council of Economic Advisors: Child Care is Key to Our Economic Recovery. We estimate that at least $9.6 billion is needed each month to sustain the child care system during the coronavirus pandemic.

With these funds, child care providers could meet the higher operational costs associated with safely providing emergency care due to smaller class sizes, increased staffing costs, new hygiene measures, and rising costs of supplies. These funds would also ensure that many more providers that have lost revenue due to forced closures or significantly reduced enrollment can reopen at capacity when parents start going back to work.

Earlier this month, nearly 500 child care providers and advocates called on Congress to provide at least $50 billion in dedicated child care funding to offer immediate relief to the sector. Our analysis shows that if Congress appropriates $50 billion in the next coronavirus relief package, the funds would cover the cost of less than 6 months of relief and emergency care. Given the uncertainty of how the pandemic will progress and how long stay-at-home orders will remain in effect, additional funding beyond $50 billion may be necessary just to keep the system afloat.
