Cannabis products and their changing potency |
Much has been said in recent years about how today’s cannabis products are not the same as those used 50 years ago because of their increased potency. The research on changes in cannabis potency finds the following: |
-
The average THC content of illicit cannabis products seized by the Drug Enforcement Administration in 2021 was more than 12 times higher than in 1972.
- It is unclear, given the limited research available, exactly how much of this change in potency may be on account of changes in product quality, consumer product preferences, and the adoption of legalization itself.
- Research indicates that consumers increasingly prefer higher potency forms of cannabis regardless of whether they are purchasing them from illicit or legal providers.

On July 10, the Badger Institute launched a campaign recommending that voters approve the two-question proposal on Wisconsin ballots this Aug. 13. The proposal would amend the constitution so that money sent to the state government by the federal government would be subject to the same legislative oversight and deliberation as all other state spending is. Moreover: |
-
If voters approve two constitutional amendment questions in August, Wisconsin would join 34 other states whose governors and legislators share authority over major federal funding allocations.
- The amendments are bipartisan. They would be binding on every governor, regardless of party, and every Legislature.
-
The public is unlikely to ever know how the state Department of Administration decided to allocate and spend nearly $4 billion from three federal pandemic emergency spending bills.
- Big chunks of pandemic money were spent on things that had nothing to do with the pandemic.
- Money spent on pandemic-related items was also wasted...

Former Gov. Lee Sherman Dreyfus once famously described Madison as “30 square miles surrounded by reality.” There will never be a better description.
But, we wonder, how big is it in comparison to reality? The population of the Madison metropolitan area was estimated to be about 694,000 in 2023 by the U.S. Census Bureau, meaning that metropolitan Madison contains about 11.7% of Wisconsin’s total population.
That places Madison squarely in the middle of the pack of U.S. state capitals in terms of each capital’s share of its state’s total population. The 24th biggest state capital, it ranks 25th in terms of its share of population. |

Question 2: Allocation of federal moneys. Shall section 35 (2) of article IV of the constitution be created to prohibit the governor from allocating any federal moneys the governor accepts on behalf of the state without the approval of the legislature by joint resolution or as provided by legislative rule? |
