Kingston Made Rent Law History Two Years Ago. That Was the Easy Part.

In New York City, the broad strokes of rent stabilization are well known. And thanks to reforms the state passed in 2019, any city or town across the state with a sufficiently low vacancy rate can now adopt the regime.

But renters in Kingston—the first locality outside the five boroughs and its surrounding counties to do so—are learning that adopting the law is only the beginning. Benefiting from basic protections of rent regulation has proved an uphill battle.
