When you dig into Texas politics, you realize we are not truly a “red state.” We are a non-voting state. In the 2020 presidential election, over 6 million eligible voters stayed home — almost ten times Trump’s margin of victory over Biden in Texas.
This is one of the core problems Ground Game Texas is working on — how to convince these eligible voters to go to the polls. Our theory is that having popular issues on the ballot will give people a reason to vote. And now we have the data to prove it!

Two years ago, Ground Game ran an Austin ballot measure campaign focused on marijuana reform and banning “no knock” warrants. The May 2022 municipal election attracted 3,068 infrequent voters — people who had only voted in one general election in the last six years. It also attracted 904 voters who had never voted before.
Now here’s the exciting news: a huge number of these infrequent voters and new voters not only voted for marijuana reform in May 2022 — they kept voting in the elections that followed!
Over 87% of infrequent voters who voted for Austin marijuana reform showed up again to vote in the next election. And over 82% of first-time voters voted in the next election. This data shows how grassroots organizing—that brings popular issues straight to the people—is part of the solution to changing who votes in Texas elections.
