The Pennsylvania legislature has finalized its budget plan, and it includes some wins as well as missed opportunities. This was a bipartisan effort and the result of negotiated compromises. We want to celebrate the wins but also talk about what we could have done and will do if we are able to flip the Senate this fall and gain trifecta control of government here in Pennsylvania.

The Good:
$3M investment to provide menstrual products in schools to address period poverty;

Over $25M to support state parks, forests, and protect the environment;

$56M for gun violence prevention;

$16.5M increase for anti-violence investments in community and after-school programs to deploy effective, grass-root intervention strategies;

Over $140M for grants, scholarships, and other programs that will make higher education more affordable in Pennsylvania;

$20M for student teacher stipends;

$70M for affordable housing through the PHARE Housing Program.

What’s Missing:
Despite new spending of over $1B on public education funding, the legislature, again, failed to adequately and equitably drive out that money. Republicans in the Senate refused to approve a budget which complied with the PA Supreme Court’s orders regarding the Fair Funding Formula;

This budget does not provide for common sense policies like paid family leave, paid leave for pregnancy loss, or provide OSHA protections for public sector workers;

The minimum wage for Pennsylvania workers still has not been raised;

This budget does too little to address the teacher and childcare worker shortages facing the Commonwealth.
