More and more states are rescheduling their presidential primaries and moving to vote-by-mail. However, Americans in several states still face barriers to voting -- barriers now compounded by the COVID-19 crisis.
The Centers for Disease Control and Prevention recommend social distancing and state and local officials are passing stay at home orders to slow the spread of COVID-19. *In order to preserve public health and voting rights, state officials must also minimize obstacles to casting ballots from the safety of homes and shelters.*

In most states, voters can request an absentee ballot without needing to present a reason they cannot vote in-person. *But there are still 15 states *that require [ [link removed] ] voters to justify why they need an absentee ballot. As some states plan to ramp up their vote-by-mail programs, state officials must act quickly to provide voters with the option to cast no-excuse absentee ballots in both upcoming primaries and the general election, in addition to providing voters who need or choose to cast their ballots in person to do so in a safe and secure manner.
Amidst a global pandemic, *voters should be encouraged by state officials to vote remotely where possible*, to slow the spread of the coronavirus. We must provide all options for voters to cast their ballots safely and securely, including the option of no-excuse absentee voting.
