President Biden’s Cognitive Test Was the Debate. And I Believe He Failed
President Biden’s disastrous debate performance sent a signal of weakness to our foreign adversaries and partners. This week, world leaders gathered in Washington, D.C. for the NATO Summit and all eyes were on the president.
After this week’s performance, I am very concerned about President Biden’s ability to remain commander-in-chief. The person who has first-strike capabilities with our nuclear arsenal is sending a dangerous signal to our adversaries that he is not in control of his faculties.
I have never seen a more devasting performance by a sitting president in my lifetime. The President of the United States was struggling to form coherent sentences and his mental decline was on full display. President Biden’s cognitive test was the debate, and I believe he failed that test.
For the security of our nation, it has become clear that President Biden cannot lead our country. It is time for new leadership in November.

Hurricane Beryl Assistance |
I have been in constant contact with my district team to monitor the developments of Hurricane Beryl. As we work to alleviate the damage Hurricane Beryl has caused, I support the State of Texas’ declaration for emergency assistance and show support for counties affected to seek eligibility in FEMA’s Individual Assistance program. As Houston continues to experience high temperatures, there are over 100 cooling centers that are open in the Houston area. Click here for more information.
Following Hurricane Beryl, many households remain without power. Click here to find power outage updates and open health clinics to help keep you and your family safe.
Small businesses, renters, homeowners, private non-profits can now apply for SBA disaster loans. Applications for disaster loans may be submitted online using the MySBA Loan Portal or other locally announced locations.
I commend the work of public safety and energy workers helping with Texas’ recovery.
| | Defending Citizen-Only Voting in U.S. Elections | |
President Biden’s open border policies and mass amnesty efforts are destroying the fabric of our nation.
This week, House Republicans voted to pass the Safeguard American Voter Eligibility (SAVE) Act to strengthen federal law by requiring proof of American citizenship when registering to vote in federal elections.
I am not surprised that House Democrats opposed this commonsense piece of legislation. I was proud to support this must-pass bill that closes loopholes that enable fraudulent non-citizen voting.
It is time to restore Americans’ confidence in U.S. elections. We cannot allow non-citizens and illegal immigrants to vote in our elections.

Not only is Taiwan one of our crucial partners in the Pacific, but it is a powerful economic partner. Like Texans, the Taiwanese have an independent spirit and desire for freedom.
Texas and Taiwan have experienced economic growth in the last several decades. This week, Governor Abbott met with Taiwan’s President Lai to discuss strengthening the economic partnership between the beautiful island and the Lone Star State.
After the meeting, Governor Abbott announced the “State of Texas Taiwan Office,” which will bolster economic ties and encourage investment, trade, and collaboration to make Texas and Taiwan the leaders of innovation.
I have no doubt that this partnership will strengthen Texas and the nation for decades to come.

Attorney General Merrick Garland Must Release the Audiotapes from Special Counsel Robert Hur's Investigation Into President Biden
Since President Biden was in the Senate, he has repeatedly mishandled classified documents. Over the last year, Special Counsel Robert Hur has investigated these abuses. However, U.S. Attorney General Merrick Garland refuses to turn over the audiotapes from President Biden’s interview with Special Counsel Hur.
This week, I voted to fine Attorney General Garland $10,000 for every day he defies a congressional subpoena to turn over the tapes.
As a former federal prosecutor, there is no legitimate justification for the U.S. Attorney General to not comply with House Republicans’ subpoena and turn over these tapes. The Biden administration and House Democrats know that these tapes will only expose President Biden’s declining mental state. He must be held accountable for his defiance of a congressional subpoena.

Countering the Chinese Communist Party
As Biden continues to project weakness, our adversaries are working to undermine U.S. national security interests around the world.
My committee passed the bipartisan DFC Modernization and Reauthorization Act of 2024 this week, which will advance the U.S. International Development Finance Corporation’s (DFC) critical work to counter the malign influences of China and Russia in developing nations.
For far too long, China has used economic coercion as a form of debt trap diplomacy that forces nations to rely on the Chinese Communist Party. The United States must have tools to offer developing nations a viable alternative to authoritarian regimes. My bill allows the United States to work with more countries and compete more effectively on the world stage.

ICYMI: McCaul TV Coverage
McCaul on Spectrum News Discussing the Threats Facing the United States
“The way I look at the world stage right now, with the fall of Afghanistan, which led to Putin invading Ukraine, which led to Chairman Xi threatening the Pacific, and the Ayatollah rearing its ugly head in the Middle East. Now, we have this latest report about ISIS entering the United States through our southern border. I think in Texas, the border has always been a big issue, but now we're seeing a direct correlation between failed foreign policy and a direct threat to the homeland of the United States."

McCaul on "Varney & Co." with Stuart Varney on Fox Business
"When you have a president that projects weakness, this is what you get. It invites aggression and conflict and war. When you have a president that projects strength like [President] Reagan talked about, like [President] Trump did, you have peace. ...I think after the debate performance of the other night, [it] was very dangerous in my view because it sends a signal of weakness and incompetence to our foreign adversaries like Communist China, Russia, the Ayatollah in Iran, and Kim Jong Un in North Korea."

McCaul's Joint Interview with House Intelligence Committee Chairman Mike Turner on "BBC World News" with Sumi Somaskanda
"Jake Sullivan, the [White House's] national security advisor, will not allow Ukraine to use everything it has to win this fight. Right now, they have one hand tied behind their backs. I've asked him repeatedly to lift that restriction."
