Rep. Andy Biggs is a career politician and the leader of the right's Freedom Caucus, but he recently said he doesn't understand why our state and local governments have the authority to deliver shelter-in-place orders.
The answer is the 10th Amendment, which simply put gives states, cities and counties the power to govern for the health, welfare and safety of their citizens
