Greetings!
I wanted to take a moment to share with you a recap on what happened last week in Texas' 22nd District and the United States House of Representatives.
In the aftermath of Hurricane Beryl, I want to highlight all of the federal resources available to help with clean-up and recovery efforts.
Today, July 12, 2024, the Major Disaster Declaration for the State of Texas has been amended to provide Individual Assistance for Brazoria, Harris, Matagorda, and Wharton counties. These counties have already been designated for debris removal and emergency protective measures (Categories A and B), including direct federal assistance, under the Public Assistance program. Currently, Fort Bend County only qualifies for the Public Assistance program.
For more information and how to apply, please visit this website.
For other resources based on your geographical location within Texas' 22nd Congressional District, please click HERE.
FEMA
FEMA has Disaster Recovery Centers (DRC) in Harris County that provide disaster survivors with information from FEMA and the U.S. Small Business Administration. More DRCs are expected to be setup in the following weeks. Disaster survivors can get help applying for federal assistance, learn about the types of assistance available, learn about the appeals process, and get updates on applications HERE.
SBA
FEMA partners with other federal agencies to help meet the needs of disaster survivors. The U.S. Small Business Administration (SBA) offers low-interest disaster loans to homeowners and renters in a declared major disaster area. You don’t need to own a business to apply for SBA assistance.
You may apply for an SBA disaster loan and FEMA disaster assistance; it will not impact your eligibility for FEMA assistance. If you still have unmet needs, loans may help with home repair or replacement, personal property, vehicles, mitigation, business losses, and working capital for small businesses and most private nonprofits.
For questions about the SBA disaster loan program, please call the SBA at 800-659-2955 (TTY: 800-877-8339). SBA information is also available HERE.
USDA
If you recently suffered loss or damage due to Hurricane Beryl, the USDA offers disaster assistance programs that might be able to help. USDA is here to help farmers and ranchers prepare for and recover from the impacts of natural disasters. USDA provides a suite of disaster assistance programs to help offset losses.

Rep. Troy E. Nehls and Sen. Ted Cruz Introduce the Justice for Jocelyn Act
|
|
On June 17, 2024, Jocelyn Nungaray, a 12-year-old girl from Houston, Texas, was assaulted and murdered by two illegal aliens from Venezuela. Both illegal aliens were enrolled in the Department of Homeland Security (DHS) Alternative to Detention (ATD) program, meaning they were released into the interior of the United States despite Immigration and Customs Enforcement (ICE) detention beds being available. One of the suspects was wearing an ICE GPS monitor at the time of Jocelyn’s assault and murder. The other illegal alien was allowed to remove his ICE GPS monitor after only 21 days.
This week, I introduced the Justice for Jocelyn Act with Senator Ted Cruz. My bill would require the DHS secretary to exhaust all reasonable efforts to keep an alien in custody. If the DHS Secretary releases an alien under ATD, the alien would be subject to GPS monitoring for the entire duration of their immigration proceedings, including appeals, or until their removal. Additionally, this legislation would remove illegal aliens who fail to comply with their release order.
The tragic death of Jocelyn Nungaray was entirely preventable. Without serious reforms, American families will continue to lose family members and loved ones at the hands of illegal aliens.

Chairman Troy E. Nehls Holds Hearing on CARB's In-Use Locomotive Regulation
|
|
This week, the House Transportation and Infrastructure Subcommittee on Railroads, Pipelines, and Hazardous Materials held a hearing titled "An Examination of the California Air Resources Board's (CARB) In Use Locomotive Regulation."
The United States has one of the most efficient and comprehensive freight rail systems in the world.
Despite this fact, the Biden Administration and the State of California remain adamant on forcing a radical Green New Deal agenda onto the American people, regardless of the cost and consequences. This week's hearing focused on CARB's request for authorization for a state-based regulation that is not just confined to the state of California but also has a national intent and impact.
CARB's regulation will cost billions of dollars, with few, if any, benefits. The Environmental Protection Agency (EPA) must reject this regulation and return sanity to not only Washington but Sacramento.

Rep. Troy E. Nehls Votes 'YES' to Pass the SAVE Act
|
|
Only American citizens should vote in American elections. This shouldn't be a partisan issue, but unfortunately, my colleagues on the Left are unserious about safeguarding our elections.
This week, the House passed H.R. 8281, the Safeguard American Voter Eligibility (SAVE) Act, which would require states to certify proof of citizenship in person when registering an individual to vote in a federal election. This legislation would also require states to remove non-citizens from existing voter polls and ultimately prevent the Democrat Party's efforts to import new voters and establish one-party rule forever.
I am a proud original cosponsor of this commonsense legislation and proudly voted 'YES' to pass this bill out of the House of Representatives.
We, as Congress, must do everything to protect the integrity of our nation's elections.

Admission to a service academy is a two-tiered process. First, the candidate must meet the minimum standards set by the individual academy. Second, the candidate must complete the congressional application by October 11, 2024, to be considered for an interview in our office with the nomination review board. Please note, the ultimate selection of appointees rests solely with academy officials and is based on their competitive evaluation of all nominees.
