Dear Friend,
You would think that everyone – Republicans, Democrats, and Independents – could get behind safeguards that ensure only American citizens vote in American elections.
Unfortunately, you would be wrong.
Despite numerous studies showing that noncitizens are voting in U.S. elections and despite over 70% of Americans opposing noncitizen voting, 198 House Democrats voted against legislation this week that would require proof of citizenship to vote in federal elections. You can view the vote here.
The Safeguard American Voter Eligibility Act – or SAVE Act for short – is very simple. It requires states to obtain proof of citizenship when registering an individual to vote. It also requires states to remove non-citizens from existing voter rolls.
How does this get accomplished?
The SAVE Act allows states to accept a wide variety of documents ranging from a U.S. passport, REAL ID if it indicates the applicant is a citizen, a valid government-issued photo ID with a birth certificate, a U.S. hospital Record of Birth Naturalization Certificate, among other things. You can read more about the bill here.
Now, many of you might say: isn’t this already law?
The truth is it’s not.
The National Voter Registration Act relies on individuals simply checking a box attesting that they are U.S. citizens and eligible to vote. With many illegal aliens being eligible to obtain driver’s licenses in some states as well as Social Security numbers, it’s important now more than ever to require proof of citizenship before providing applicants with voter registration forms – especially given the over 10 million illegal aliens Joe Biden has let into our country.
That’s why House Republicans took action this week to implement safeguards ensuring only Americans vote in the upcoming election.
Yet, despite this commonsense bill passing with bipartisan support, President Biden opposes it.
It is evident that Democrats are relying on illegal immigrants to become future voters. This strategy became clear when Joe Biden initiated his illegal alien Voter Importation Program (VIP) by opening our borders on January 20, 2021.
Thanks again for starting off your weekend with us! We hope you enjoy this week’s edition of the Tiffany Telegram. We will be back in two weeks with more.
Sincerely,
Tom Tiffany Member of Congress

Calling for cognitive clarity
Many Americans witnessed President Biden’s appalling performance in the debate last month. His deteriorating mental acuity has raised serious concerns among the American people and even within his own party. In light of this, some Democrats, including members of Congress, have called for him to step aside. This sentiment is echoed by recent polls that show only 24% of voters say Biden is “mentally sharp,” with over 65% of voters believing that he should take a cognitive test. To ensure transparency for the American people, I recently signed on to Representative Ronny Jackson’s (TX-13) letter to do just that. This request is not made lightly, but with a genuine concern for our national security and the need for transparency regarding the president's mental fitness. You can read more about the letter here.
Illegal alien “Beats Medicare”
If you’re a regular Telegram reader, you know that the House passed legislation earlier this year that would speed up the removal of illegal aliens who engage in identity theft and Social Security fraud. You probably also remember that the vast majority of House Democrats voted against that bill and tried to gaslight Americans into believing that this growing problem isn’t a problem at all. Well, this week we learned just how serious and expensive this life-or-death issue can be when a federal court convicted an illegal alien identity thief of bilking Medicare out of a staggering $400,000. But it gets worse. This unbelievable scheme actually enabled this foreign criminal to fraudulently obtain a kidney transplant that should have gone to a U.S. citizen – all courtesy of you, the American taxpayer. Sadly, perhaps this is what President Biden was talking about last month when he claimed that his administration “Beat Medicare.” You can read more about this mind-boggling case here.
Biden prioritizes woke gender ideology over protecting girls
When Title IX of the Education Amendments passed, it was a promise to women across the nation that they would no longer be denied the right to fair competition in athletics and the classroom. Sadly, those opportunities are once again at risk. This spring, the Biden administration officially released its long-awaited Title IX rule, which scrapped the scientific definition of sex for woke gender ideology and “sexual expression.” Biden’s new rule, which will go into effect August 1st, removes female-only spaces such as locker rooms, bathrooms, and other sex-separated areas while also allowing biological males to compete within women’s sports and organizations. The U.S. Department of Education already put a statement out warning schools that in order to receive federal funding – including the free and reduced lunch program – they must obey Biden’s new regulations. This week, the House of Representatives passed a Joint Resolution that I cosponsored, which would rescind the rule altogether. Unfortunately, President Biden has already said he will veto it. The good news is that there are already nine federal lawsuits pending from 26 GOP-led states to prevent the rule from taking effect. In the four that have been decided, the court opinions stated that the Department of Education misinterpreted the law – halting its enforcement in 14 states. Although Wisconsin isn’t one of the states that sued to halt its enforcement, given the recent rulings, there could likely be a petition for review by the Supreme Court next term.
Refrigerators, freezers, and dishwashers, oh my!
Since taking office, Joe Biden has made it a misguided priority of his to wage war on your household appliances. Whether through radical bans or burdensome regulations, Biden’s Department of Energy (DOE) and its anti-American energy agenda have been out to erase refrigerators, freezers, dishwashers, and more from the market. In one of their more recent attacks, the DOE finalized a rule that would enforce new so-called “energy efficiency” standards. The catch is that, in true far-left fashion, these standards are neither economically justified nor technologically feasible. Instead, they would ultimately drive the cost up for consumers and decrease reliability. According to the DOE itself, these regulations would increase the upfront cost of refrigerators and dishwashers by 25% and could take up to 10 years to pay back. This week, in a big step towards protecting your household appliances, the House passed the Refrigerator Freedom Act and the Stop Unaffordable Dishwasher Standards (SUDS) Act. Both bills would freeze the government out of your kitchen and ensure that American families have the right to choose which household appliances to buy based on their specific needs and budget.
Recent Legislation
WHO’s in charge of U.S. pandemic policy?
You would think that the World Health Organization (WHO) would have learned its lesson after the Chinese Communist Party (CCP) failed to alert the world about a SARS outbreak triggering a pandemic from 2002-2004, which prompted the WHO to amend its guidelines and require an investigation of any potential public health emergencies to prevent the chance of a pandemic. But that wasn’t the case. In the weeks leading up to the global outbreak of COVID-19, the WHO chose politics over public health when they deliberately ignored the warnings from health officials in Taiwan about the risk of human-to-human transmission of a deadly disease spreading in Wuhan, China. Even after COVID-19 began spreading from country to country, the WHO continued to downplay the severity while parroting CCP talking points that claimed, “Preliminary investigations conducted by the Chinese Authorities have found no clear evidence of human-to-human transmission of the novel coronavirus identified in Wuhan.” Had the WHO heeded Taiwan’s early warnings instead of cozying up to the CCP, it could have saved thousands of people from getting the deadly disease. They have proven time and time again that they will put politics over science – and now they want even more control of any future pandemic. Their failure should not be rewarded with a shady international agreement that would increase the WHO’s power at the expense of American sovereignty. That is why I introduced H.R. 1425 which will require Senate approval for any pandemic preparedness treaty. This week H.R. 1425 passed out of the Foreign Affairs Committee, and I look forward to seeing it come to the floor for further consideration.
Defunding the CFPB
Telegram readers are aware of the wasteful Pelosi pet project known as the Consumer Financial Protection Bureau (CFPB). This overreaching and unaccountable agency faces little oversight from Congress while imposing burdensome regulations and requirements on Americans nationwide. We must dramatically reduce the CFPB’s power. That’s why I recently cosponsored Rep. Keith Self’s (TX-03) bill to limit the CFPB’s ability to fund itself by withdrawing funds from the Federal Reserve. It reduces the yearly funding withdrawal amount to $1, which would prevent them from going after Americans. I am also a cosponsor of Rep. Byron Donalds’s (FL-19) bill to abolish the CFPB. I will continue to support efforts to put a stop to this expensive, rogue agency.
