From Opportunity to Change:
State Experiences Implementing CCDBG
Foundation for Child Development Grants in Action

As states grapple with responding to COVID-19, the insights shared in From Opportunity to Change: State Experiences Implementing CCDBG ([link removed]) have renewed relevance. The Center for Law and Social Policy (CLASP) explores the successes and challenges faced by advocates, state administrators, and other stakeholders involved in the implementation process of the Child Care and Development Block Grant (CCDBG).

In 2014, Congress reauthorized CCDBG for the first time in nearly two decades to strengthen state child care subsidy systems. Across time, states faced unique experiences to implement and comply with the new law. Important lessons learned can influence how state and child care systems may continue to evolve to meet the increasingly complex needs of children and families during and after the COVID-19 crisis.
