Paul Nettleton named Washington State Program Manager of the Year
(Port Orchard, WA) - Kitsap County Public Works pavement manager, Paul Nettleton, was named the 2024 Program Manager of the Year by the Washington State County Road Administration Board (CRAB). Nettleton was presented with the award at the Kitsap County Board of Commissioners business meeting on July 8.
Since 2013, CRAB has presented a Project/Program Manager of the Year Award to recognize outstanding performance, public service, and contributions toward the programs and projects that make a difference in our communities across the state.
Nettleton has worked for Kitsap County since 2017. He oversees the pavement management program at the county. The program uses computer analysis, hands-on experience and other information to identify pavement lifecycles and rehabilitation plans. In a time of declining road funding and rapidly increasing expenses, the efficient, cost-effective and timely management of pavement assets is critical to the transportation network.
Kitsap County has 1,842 lane miles of paved road that require, in Nettleton?s words, ?the right treatment for the right road at the right time.? During his seven years in the role, he has successfully struck a balance between countywide needs, delivering safe and efficient roadway surfaces, and stewardship for a diverse group of stakeholders including tribes, national defense, transit authority, and residents.
?Paul?s exceptional contributions as a Program Manager embody the spirit of excellence that this award seeks to recognize. His tireless efforts, visionary leadership and unwavering commitment to [Kitsap County?s] mission make him a truly deserving candidate,? shared nominator and Kitsap County Engineer Joe Rutan, PE.
