This week Governor Josh Green signed the final set of bills of the 253 enacted into law this year, including the state budget for fiscal year 2025.

Using line-item cuts, Governor Green trimmed financial appropriations in four bills totaling over $500 million, including $154 million from the state budget bill.

“By making careful and responsible decisions, we have cut unnecessary spending and balanced the budget without reducing social services,” Governor Green said, “while at the same time we have delivered the biggest tax cut in state history, putting more hard-earned income in the pockets of our residents to make Hawaii more affordable for local families.”

“This year we also funded unprecedented wildfire recovery efforts and made important investments in housing, health care, education, and the environment,” Governor Green said, “while maintaining $1.5 billion in our rainy day fund.”

This year’s historic tax reforms will move Hawaii from having the second-highest to the fourth-lowest income tax burden in the country — providing an estimated $5.6 billion in total savings and reducing taxes from 10% to 72%, depending on household income.
