Dear Ward 8 Residents:

As we approach the summer recess, beginning July 15th - September 15th, I would like to share with our constituents the guidelines governing our activities during this period. 

During the recess, committees are permitted to circulate notices of hearings, roundtables, and intent to move emergency and temporary legislation, including attaching drafts of the legislation and waiver requests. We may also file committee reports with the Office of the Secretary. The Mayor may continue to transmit correspondence and federal-aid highway contracts exceeding $1 million to the Council. Councilmembers have the authority to introduce approval or disapproval resolutions on contracts over $1 million, multi-year contracts, federal-aid highway contracts, or reprogrammings at any time within the Council review period. Additionally, committees may hold public hearings on these contracts, and the Chairman may call additional legislative meetings to consider urgent matters as authorized by the Recess Rules. The Committee of the Whole may also convene hearings within its jurisdiction, and legislation can still be transmitted to the Mayor for her signature.

However, please note that committees are prohibited from holding hearings or roundtables, except as specified for contracts over $1 million, multi-year contracts, or federal-aid highway contracts, unless specifically authorized by Recess Rules. Committees are also not permitted to mark up legislation, and members cannot introduce new legislation during the recess, except for emergency and temporary legislation or resolutions related to contracts or reprogramming that will be considered at a special legislative meeting. The Mayor is also restricted from transmitting new legislation to the Council unless specifically authorized.

Youth Curfew in Effect

Starting Monday, D.C. police will begin enforcing youth curfew hours throughout the summer, aimed at reducing juvenile crime.
The curfew, which will be in effect for July and August, mandates that individuals under the age of 17 must remain indoors from 12:01 a.m. to 6 a.m., seven days a week, according to officials with the Metropolitan Police Department (MPD).

Legislative Updates
July 9, 2024

The District of Columbia Council held its last meeting before summer recess (July 15- September 15). Councilmember Trayon White, Sr. introduced 3 bills that recognize notable members of the Ward 8 community. Including:

The “Reverend Dr. Judy Talbert Street Designation Act of 2024” which symbolically designates 2465 Alabama Avenue, S.E., between Gainesville Street, S.E. and 19 Hartford Street, S.E., as Reverend Dr. Judy Talbert Way.

The “Westia Russell Recognition Resolution of 2024” which recognizes and honors the accomplishments of the dedicated young talented student athlete who qualified to compete in the National Junior Olympics for boxing at the age of nine years old.

The “Tatum Galberth Recognition Resolution of 2024” which recognizes and honors the accomplishments of the six-year-old motivational speaker Tatum Galberth. Ms. Galberth has achieved national acclaim for her voice and has appeared on Good Morning America and the Jennifer Hudson Show.

Councilmember White, Sr. is also a co-introducer of the “Pioneer Initiative for Thymus and Health Equity Amendment Act of 2024 introduced by Councilmember Vincent Gray which establishes a consortium of schools (currently we have interested potential participants from Howard University Medical School, Georgetown University Medical School, and The George Washington University Medical School) and their associated hospitals within the District.

The consortium’s primary objective is to conduct comprehensive research on the thymus gland by collecting data exclusively from Washington D.C. residents. The study will focus on understanding the biological factors contributing to differing life expectancies and health outcomes across various zip codes, and all wards, within the District, and their relationships to thymus gland health, size, and t-Cell output.

In addition to the number of bills co-introduced by Councilmember White, Sr. is the “Safe and Supported Pregnancy and Delivery for Incarcerated Individuals Amendment Act of 2024” introduced by Councilmember Christina Henderson which would require the Department of Corrections to improve the pregnancy and postpartum resources and supports available to incarcerated individuals in the District of Columbia.
This legislation would:
  1. Require the Department of Corrections to provide a minimum standard of pregnancy testing, healthcare, including specialized healthcare, and medical supplies to incarcerated individuals. DOC policies regarding care available to pregnant individuals are vague and it’s difficult for incarcerated individuals and their attorneys to advocate for basic needs when the floor is so low.  
     
  2. Establish a process for a pregnant individual to request the presence of a loved one while hospitalized. Currently, there is no formal process by which someone who is pregnant and in DOC custody can request a family member or friend to be present while they are in a hospital for delivery and recovery. The process is ad hoc, timelines are nonexistent and we’ve heard that communication must improve. This section includes a process to notify the approved support person before the incarcerated individual is transported to a hospital as well.
     
  3. Limit the presence of DOC officers during labor, delivery, a cesarean section, or a pregnancy termination that occurs in a hospital.
     
  4. Require that the incarcerated person receive counseling from a case manager about options for feeding, placement, and care of the infant after birth, and assistance with determining the placement of the infant.

July 10, 2024

The Committee on Recreation, Libraries and Youth Affairs held a public roundtable regarding concerns with community engagement with the Department of Parks and Recreation.
 
Public witnesses discussed a variety of issues, as some constituents were happy with the work of DPR while others were disappointed with unprofessional interactions with DPR staff. One constituent discussed being interested in working with DPR since she was a child and claims that, after finally getting a position with the agency, she was let go after just two weeks without true just cause.
 
One constituent spoke on the legacy of Marc Williams at Bald Eagle Recreation Center and felt that it was unjust for Marc to be transferred from there, while another spoke on experiencing a change in the temperament of staff over the last few years compared to the past.
 
DPR Director Thennie Freeman seemed receptive to the feedback given by constituents and fellow councilmembers White, Parker and Lewis George. However, she maintained that DPR’s community engagement strategy when it came to decisions was strong.

The Bellevue/William O. Lockridge Library is closed temporarily for major repairs to the HVAC system. Work has begun and additional parts have been ordered to complete the repairs. Important Updates
 

New Parklands-Turner/Congress Heights Library

DC Public Library is currently starting the design process for a fully funded new library in Congress Heights with the design-build team Perkins + Will Architects and Turner Construction. The new full-service, 20,000-square-foot plus library is proposed to be built next to the Congress Heights Metro Station at 1290 Alabama Ave SE. This library will replace the store-front Parklands-Turner Library, located at 1547 Alabama Ave. SE.
 

Community Engagement Opportunities

Community input is always a critical part of designing a new DC Public Library location and we are committed to ensuring that the new Congress Heights Library reflects its residents. To do this, we are starting an ongoing conversation with the neighbors of Congress Heights. The Library is engaging residents in a variety of ways including:

DC Public Library is currently in the design process for a fully funded new library in Congress Heights with the design-build team Perkins + Will Architects and Turner Construction. The new full-service, 20,000-square-foot plus library will be built next to the Congress Heights Metro Station at 1290 Alabama Ave SE. This library will replace the store-front Parklands-Turner Library, located at 1547 Alabama Ave. SE.
At the Virtual Design Reveal Meeting, you will have a chance to get a first look at how the input gathered through surveys and community meetings has shaped the initial designs of this new library. You will also have a chance to give direct feedback to the design-build team so you can see how the design of the Congress Heights Library is continually evolving to serve you. This will be one of two opportunities to see the new designs. If you cannot make this virtual meeting, a second, in-person Congress Heights Design Reveal Gallery and Meeting will be held on Wednesday, July 17 at Sycamore & Oak starting at 3 p.m. followed by official remarks at 6 p.m. and a free concert by beloved Go-Go legends Junkyard Band. The first 200 participants to tour the design gallery between 3 - 6 p.m. and provide feedback to the design-build team will receive a $15 voucher to spend on food and drinks at Sycamore & Oak.

The Constituent Services team along with our summer intern, Terra Minor, were in the community to inform our Ward 8 residents and businesses about Councilmember White's summer initiative, "Resources to the Block."  The RTTB is an initiative that brings resources to the community, including non-profits, government agencies, and private entities to provide our constituents with access to much-needed resources. During our time in the community, we visited other of businesses along Martin Luther King, Jr. Avenue, including Mommas Pizza.  For more information on RTTB, please contact, (202)724-8045.

The Constituent Services team proudly represented Councilmember Trayon White and Ward 8 at the "Chalk and Talk with MPD" event. This phenomenal gathering provided an opportunity for the district's police department to connect with the community. Ward 8 residents engaged with MPD officers not only in targeted hotspots but also through their regular patrols, fostering ongoing interaction in areas with frequent incidents. These interactions helped reestablish rapport between police officers and the community, rebuilding trust that had been eroded during the pandemic due to instances of police brutality.

Throughout the event, more community members joined in to engage with both the youth and MPD. It was a collective moment of learning and relearning what it takes to bring a community together. Small business owners and entrepreneurs gained valuable insights into street safety, community engagement, and awareness through distributed pamphlets.

Intern Terra Minor and Constituent Service Specialist Kevin Coleman were present, directly interacting with MPD while using chalk to debrief and decompress with the youth, allowing them to express their thoughts and concerns on a nearby sidewalk. The day concluded with a beautiful display of chalk art, smiles, hand games, and great photos to tell the story
