Conservation Applied Research and Development Grant Program Economic Impact Analysis of the Energy Conservation and Optimization (ECO) Program

The Minnesota Department of Commerce (“Department”) seeks proposals from qualified organizations or individuals to conduct an economic impact analysis of the Minnesota Energy Conservation and Optimization Program. This Request for Proposal (RFP) has a maximum funding of $250,000.
The goal of this project is to quantify and describe the full economic impact of ECO activities, in particular the non-energy benefits and costs of ECO. The successful proposal in response to this RFP will trace the flow of dollars and quantify the economic impact of all ECO activities up through program year 2023 on a statewide scale.
The study will serve as a tool to educate legislators, stakeholders and the public about the economic impacts of ECO. It should include (at a minimum): a narrative description of the known and anticipated impacts of ECO, including non-quantifiable impacts; an illustration of the economic structure (i.e. supply chains, market interactions) associated with ECO investments; and a reporting of the outputs of the economic impact analysis.

Proposals must be submitted through Commerce’s grant submission portal. A link to the portal and instructions for submitting proposals can be found in the RFP.
Proposals are due by Tuesday, August 20, 2024 at 5:00 PM CDT. Late proposals will not be considered.
This request does not obligate the State to complete the work contemplated in this notice. The State reserves the right to cancel this solicitation. All expenses incurred in responding to this notice are solely the responsibility of the responder.
