CLEAN ENERGY INSIDER
JULY 9, 2024
REAMS REPORT
Dear Friends and Colleagues,
We are thrilled by Rep. John Curtis' (R-Utah) recent victory in his primary election, positioning him strongly for success in the upcoming general election to become Utah’s next U.S. Senator. His steadfast leadership in the conservative climate movement not only makes him a standout choice to represent the state of Utah but also promises to drive further conservative engagement on climate and clean energy issues.
I first met Rep. Curtis speaking at a luncheon with Members of Congress about an all-of-the-above approach to energy. We discussed ways to recognize Republicans for the work they were already doing—supporting pathways for reliable, affordable and clean energy.
Shortly after, Rep. Curtis took a bold step by founding the Conservative Climate Caucus (CCC) ([link removed]) . In just three short years, the CCC has grown significantly, now boasting more than 80 Republican Members of Congress from across the country. CCC is leading the charge to engage Republicans on policies that reduce global emissions based on conservative principles and prioritize American interests: lowering energy costs for American families and businesses, re-shoring our supply chains, advancing innovation to increase American manufacturing and competitiveness, and capitalizing on U.S.-produced energy to increase our geopolitical influence. He knows that when we eliminate government-induced obstacles that stifle American innovation and entrepreneurship, we make America stronger and reduce global emissions.
As many of you already know, I also serve as the chair of the Conservative Climate Foundation (CCF) ([link removed]) , which was founded in 2021 to support the conservative climate community, including the CCC.
Working closely with CCF, Rep. Curtis has led the effort to expand a conservative presence and bring Republican voices to the annual United Nations Climate Change Conference known as COP, beginning with COP 26 in Glasgow, Scotland, in 2021. Since then, CCF has hosted several Republican Members of Congress and nearly 50 congressional staff at subsequent COP's to showcase the dedication of Republican leaders to address climate change on an international stage and to advocate for a conservative approach to solving this global issue.
Rep. Curtis’ efforts have amplified and increased the much-needed visibility of conservative voices in the climate debate, emphasizing pragmatic solutions, American innovation, and U.S. energy leadership. As we celebrate these milestones, we look forward to a John Curtis victory in November and continuing to partner with him in the Senate.
Sincerely,
Heather Reams
CRES President
WHAT CRES IS HEARING
“Nine years in federal permitting. Access to critical and strategic minerals that are essential for everything from clean energy to national security. A rare opportunity for development in rural Alaska under the highest standards, so we don’t have to import from unstable nations that have no protections for people or the environment. Somehow, none of that mattered to the Biden administration on the Ambler project.” – Sen. Lisa Murkowski (R-Alaska) in a statement ([link removed]) condemning the U.S. Department of the Interior for shutting down Ambler Road.
––
“And I can’t imagine that those would go away, because those are spurring investment.” – Sen. Shelley Moore Capito (R-W.V.) on whether clean energy tax credits would be safe in a Republican controlled Senate. Read more HERE ([link removed]) .

“Today is a great day for our state, but I also think it’s a great day for our country. I think you're going to see other policymakers and other utility companies that are going to look more to nuclear in the future, and they should. [...] People in the United States and around the world are looking for an abundant supply of clean energy.” – Governor Brian Kemp (R-Ga.) in a statement ([link removed]) during a tour of Plant Vogtle, the largest provider of clean energy in the country.
WHAT CRES IS SAYING
About the Importance of Clean Energy Innovation...
“With the impending November election, the expiration of several clean energy initiatives on the horizon and an ever-growing national debt, securing targeted funding for offices and programs that usher in a new generation of clean energy technologies, advance American manufacturing competitiveness, enhance our energy security and reduce reliance on adversarial nations like China is paramount.” – CRES President Heather Reams in an op-ed ([link removed]) for RealClearEnergy.

About the NEPA Phase II Final Rule...
“This rule reneges on the agreements made. Instead of improving project timelines, it leaves environmental reviews open-ended, in turn making it harder to deploy domestic infrastructure projects and driving investment abroad and raising global emissions. Thank you, Sens. Dan Sullivan (R-Alaska) and Joe Manchin (D-W.V.) and Rep. Garret Graves (R-La.), for leading this effort and working to combat overburdensome regulatory hurdles.” – CRES President Heather Reams in a statement ([link removed]) in support of the resolution to overturn the Biden Administration's NEPA Phase II Final Rule.
WHAT CRES IS DOING
CRES is headed to the Republican National Convention (RNC) in Milwaukee! Our team will be at the RNC to demonstrate support for commonsense, conservative energy solutions that strengthen American competitiveness, reduce reliance on foreign nations, bolster our economy and reduce global emissions. We’ll be going LIVE from the Convention on Monday, July 15. Stay tuned for more details!
Additionally, we are working with the Conservative Climate Foundation (CCF) to host a Reception and After Hours Celebration on Tuesday, July 16. Contact us HERE (mailto:

CRES Applauds Wyoming Gov. Mark Gordon’s New Initiative: Decarbonizing the West ([link removed])
Wyoming Governor and Chair of the Western Governors Association (WGA) Mark Gordon (R-Wyo.) recently released the final report on his initiative, Decarbonizing the West. As chair of WGA, Governor Gordon conducted workshops and working groups with key stakeholders and community leaders to determine how best to decarbonize industry, advance energy innovation and support local economies throughout the West. The conclusion? The West can and should lead in providing affordable, reliable energy to families and businesses while reducing emissions.

CRESponsible Leader: Senator Thom Tillis ([link removed])
June’s CRESponsible Leader was Senator Thom Tillis (R-N.C.)! Sen. Tillis has long been a vocal advocate for clean energy and its potential to drive economic growth in his home state and takes a pragmatic approach to policymaking that reduces emissions both at home and abroad. Sen. Tillis also understands that heavy-handed mandates and putting America last always fails. So, when the Biden Administration paused approvals of pending applications for American liquefied natural gas (LNG) exports early this year, Sen. Tillis helped lead the legislation to depoliticize the export approval process.
