Dear Neighbor,

After another busy week in Washington, D.C., and Fourth of July weekend, I wanted to give you an update on the work I’ve been doing for you. But first, I wanted to ask you a brief survey question.

Last week was the Fourth of July, marking the anniversary of the United States declaring our independence and laying out our inalienable rights to life, liberty, and the pursuit of happiness.

Supreme Court Rulings

I am profoundly disappointed in our Supreme Court’s decisions, which set a dangerous precedent on presidential immunity and overturned the Chevron doctrine.

These misguided decisions set aside decades of precedent, undermining our democratic principles and stripping away rights and protections that have ensured countless Americans can live safely and freely.

I’m particularly concerned that the ruling on presidential immunity grants any sitting president unchecked authority for official acts, allowing exploitation of official powers for personal gain without consequences.

Purple Heart Education Bill

I introduced a bipartisan bill that would ensure that veterans who received a Purple Heart after separating from the military are able to pass down their well-earned GI Bill benefits to their loved ones.

Our veterans are our nation’s heroes, and we have a responsibility to take care of them and their families after they leave military service.

Government Funding

The House recently took up funding legislation for several federal agencies, including the Department of Defense, the State Department, and the Department of Homeland Security.

Sadly, some members inserted extreme amendments into what should be straightforward, bipartisan funding bills.

Congress has an obligation to fund the government, and I’ll continue opposing these extreme provisions to ensure we fund the essential programs we need to help and serve all Americans.

Constituent of the Month

June was Gun Violence Awareness Month, which is one reason I was proud to honor Nikki Faddick of Carlsbad as my June Constituent of the Month.

Nikki is a leading gun violence prevention advocate from our district. Through her efforts, Nikki fights for commonsense gun reform and fights to protect our community members.

Enabling More Sand Replenishment

As you likely know, one of my top priorities for our district has been to replenish the sand on our beaches. I’m proud that this year we successfully pumped over one million cubic yards of sand onto the shores of Encinitas, Solana Beach, and San Clemente.

This project would not have been possible without one essential piece of equipment: a dredge.

Currently, the U.S. Army Corps of Engineers only has one deep-channel dredge for the entire Pacific region, from Southern California to Alaska to Hawaii, but it’s aging and in desperate need of repairs.

That’s why I sent a bipartisan letter to the House Appropriations Committee urging them to include funding to replace this dredge.

Protecting Our Estuaries

I’d like to share an update on my bill that will help preserve our nation’s coasts, lagoons, and estuary habitats.

Recently, my bipartisan Resilient Coasts and Estuaries Act received a hearing in the House Natural Resources Committee. My bill would revitalize and reauthorize a program that provides grants to state and local governments to preserve our nation’s coastal habitats. This would include areas in our district such as San Mateo Creek, San Luis Rey River, Buena Vista Lagoon, Batiquitos Lagoon, Agua Hedionda Lagoon, and San Elijo Lagoon.

This hearing was an important step toward bringing this bill to the House floor and ultimately passing it into law. I’m proud that this bill has strong bipartisan support from people in coastal areas all across the country, and I look forward to providing you another positive update soon.
