I wanted to take a moment to share with you a recap on what happened last week in Texas' 22nd District and the United States House of Representatives. DOC DC DOC Bodycam Video Confirms J6 Detainee Was... July 1, 2024 American Greatness By: Debra Heine An employee with the D.C. Central Detention Facility (DOC), better known as the D.C. Read more nehls.house.gov For well over 15 months, I have been working to obtain body camera footage that captured an incident that occurred between Ronald “Colton” McAbee and Lieutenant Crystal Lancaster at the District of Columbia Department of Corrections (DOC) on September 5, 2022, that resulted in the discharge of chemical munitions in Mr. McAbee’s face. Last month, I was finally able to view the footage that captured the incident between Mr. McAbee and Lieutenant Lancaster as part of my ongoing investigation into the altercation. The footage revealed that on September 5, 2022, an altercation did occur between Mr. McAbee and Lieutenant Lancaster that resulted in the discharge of chemical munitions in Mr. McAbee's face. The footage showed other inmates, including Mr. McAbee, not complying with the D.C. DOC’s mask mandates or the lockdown order that Lieutenant Lancaster issued. The video also revealed that for reasons unclear, Lieutenant Lancaster singled out Mr. McAbee for not wearing his mask or immediately returning to his cell. Lieutenant Lancaster and Mr. McAbee appeared to exchange additional words before Lieutenant Lancaster sprayed Mr. McAbee with chemicals in his face. Shortly afterward, Mr. McAbee was sprayed once again by Lieutenant Lancaster, with less than a few minutes in between the discharge of the chemical munitions. While I was viewing the footage, a DOC representative told me, and others present, that the DOC’s policy requires inmates to receive fresh clothes after being sprayed with chemical munitions. However, Mr. McAbee told me he was not given fresh clothes after being sprayed. This is a serious allegation. Unfortunately, the footage did not provide relevant information regarding the circumstances surrounding the altercation, such as whether Lieutenant Lancaster properly assessed the situation or whether she issued appropriate use of force. This week, Chairman of the House Judiciary Committee Jim Jordan and I led a letter to Thomas Faust, the Director of the D.C. DOC, demanding all the footage from the C2B pod in the D.C. DOC on September 5, 2022, the date on which the incident occurred, including body camera footage from all officers present during the incident as well as non-body worn cameras in the pod. Additionally, in the letter, we request all medical records regarding Mr. McAbee's medical treatment following the incident, including proof that Mr. McAbee received a fresh change of clothes after being sprayed. United States Ruling On Monday, July 1, 2024, the United States Supreme Court ruled that Presidents of the United States are immune from criminal prosecutions for official acts. The Supreme Court's ruling is an important affirmation, is a win for our country, and serves as a blow to the Left's weaponization of our nation's justice system against their biggest political opponent. This Week in TX-22 Important Update on Disaster Relief for TX-22 Federal aid has been ordered to help those in areas affected by severe storms, straight-line winds, tornadoes, and flooding that began on April 26, 2024. Those who were affected can apply for assistance HERE by calling 800-621-FEMA (3362) or through the Federal Emergency Management Agency (FEMA) app. Additionally, those with high medical needs are encouraged to register with the State of Texas Emergency Assistance Registry (STEAR) for priority assistance. This includes people with disabilities, those who are medically fragile, and those who have access and functional needs. Service Academy Nominations Are Now Open My office is now accepting Service Academy Nominations. One of the privileges of serving in the United States House of Representatives is the opportunity to nominate outstanding young people from the 22nd Congressional District of Texas to be considered for appointment to our nation’s service academies. Admission to a service academy is a two-tiered process. First, the candidate must meet the minimum standards set by the individual academy. Second, the candidate must complete the congressional application by October 11, 2024, to be considered for an interview in our office with the nomination review board. Please note, the ultimate selection of appointees rests solely with academy officials and is based on their competitive evaluation of all nominees. Congressional App Challenge Submissions Are Now Open I am pleased to announce that my office is hosting the 2024 Congressional App Challenge. The Congressional App Challenge is a competition designed to encourage student participation in computer science and coding. Students are encouraged to register online and submit their app by October 24, 2024. The Congressional App Challenge is open to all middle and high school students in the 22nd Congressional District of Texas. Students entering the competition must submit their app to CongressionalAppChallenge.us during the Competition Submission Period through Thursday, October 24, 2024, at 12 P.M. Eastern Time. The winner from the 22nd Congressional District, chosen by a panel of expert judges, will be featured on CongressionalAppChallenge.us. The winning app will also be eligible to be on display in the U.S. Capitol, honoring the winners from across the country.
