Governor Gordon Signs SBLC Emergency
Ch. 18 Rule -Leasing of Oil and Gas
to Implement Changes for the
July 2024 Oil & Gas Lease Auction


On June 27, 2024, Governor Gordon signed an Emergency Rule for Chapter 18 of the State Board of Land Commissioners' (SBLC) Rules and Regulations. The emergency rule addresses, among other things, the changes made by the 2024 Legislature to oil and gas leasing that will impact the July 2024 Oil and Gas Lease Auction.

 

Generally, the changes affecting the auction are:

  1. Defines "qualified bidder" for oil and gas lease auction; and
  2. Imposes a penalty for participating in an auction if the party is not a "qualified bidder"

The purpose of the emergency rule is to ensure the changes are in effect before the Office of State Lands and Investments' (OSLI) July 8-10 Oil and Gas Lease Auction.  

 

A copy of the emergency rule can be found on OSLI's website, the Secretary of State's website, or in person at the Office of State Lands and Investments located at 122 W. 25th Street, Suite W103, Cheyenne, WY 82002.

 

NOTE:  This emergency rule remains in effect for up to 120 days. During the 120 days, the Board's proposed rule change will continue through the regular rulemaking process under the Wyoming Administrative Procedures Act.  Public comments are currently being accepted through August 13, 2024.
