We know that to reach the Commonwealth’s ambitious climate goals, the state must invest billions in our public infrastructure. Luckily, we have unprecedented funding from the Biden Administration to build and repair the infrastructure we need for a livable future.
We need to get maximum benefit from our investments—that’s where Project Labor Agreements (PLAs) come in.

PLAs are pre-hire collective bargaining agreements used in the construction industry to ensure projects are efficient, cost-effective, and safe. PLAs are also powerful tools to create pathways to good careers for women, people of color, and working-class people. We are calling on our elected officials to make sure Massachusetts reaps all the benefits of PLAs.
Here’s what we’ve been up to:
- We've been meeting with officials throughout the Healey Administration as we gather and strengthen support for PLAs.
- We released a report and policy brief detailing how PLAs can advance equity and environmental justice in the Commonwealth.
- We mobilized the GJC community and labor partners to join Building Trades workers, rallying hundreds of people to launch a lobby day at the Massachusetts State House on Wednesday, June 26.
- The following day, Congresswoman Ayanna Pressley entered our report into the Congressional Record as she took a decisive stand against a right-wing attack on PLAs at the national level.
- Finally, we celebrated the Massachusetts House of Representatives’ inclusion of strong PLA language in the Economic Development Bill making its way through the State House.
Together, we can win strong PLAs that will build the infrastructure we need for a clean and green future while creating good careers for women, people of color, and working-class Massachusettsans. We need you with us to cross the finish line. Stand with us by signing our Triple Win Pledge today!
