April 2020 CPL Report
We expected to see a decrease in current Michigan CPL numbers in March as counties
began to close their offices in the middle of the month as a result of COVID-19.
Instead, there was an increase, reaching a new all time high of 671,772. The full

A reminder that CPL Renewals can now be done online [[link removed]]
with a PIN received in the mail or by mailing the renewal application directly to
the Michigan State Police without a PIN.

Brandishing Clarification
Last week, Governor Whitmer described Wednesday's protest in Lansing by saying,
"This group, a small group of people that came together without masks on, who were
passing out candy with bare hands to children, who were congregating together, who
were brandishing their weapons, who were having posters of being anti-choice; this
was a political rally, it was a political rally that is going to endanger people's
lives, because this is precisely how Covid-19 spreads."
The governor is incorrect. As a result of work done by Michigan Open Carry, Inc.
in 2015, the definition of "brandish" was amended to say: "Brandish" means to point,
wave about, or display in a threatening manner with the intent to induce fear in
another person." MCL 750.222 [[link removed]]
A long gun carried on a sling is not regarded as brandishing under Michigan law.
Whitmer was a state senator at the time the change was approved. MCRGO had no involvement
with last Wednesday's event.
