Manning Files Discharge Petition to Force GOP-Controlled House to Hold a Vote on the Right to Contraception
Congresswoman Manning hosted a press conference to announce the filing of a discharge petition, a measure that could force the Republican-controlled House to hold a vote on her Right to Contraception Act, legislation to codify the right to access all forms of FDA-approved birth control.
The discharge petition currently has 208 signatures. Congresswoman Manning was joined by members of House Democratic leadership, the Democratic Women's Caucus, and the Pro Choice Caucus.
In the aftermath of the Dobbs decision, Republican-controlled states around the country have blocked legislation to protect birth control and enacted restrictions on certain forms of birth control. House Democrats are fighting back and are committed to protecting a woman's right to choose.
Congresswoman Manning first introduced the Right to Contraception Act in the 117th Congress, where it passed the House, but was blocked by extreme Republicans in the Senate. Every Republican from North Carolina voted against the bill. She then reintroduced the legislation in June 2023, and the legislation has over 200 cosponsors in the House.

Manning Leads Letter to Social Media Companies Demanding Action to Combat Contraception Misinformation
Congresswoman Manning, Policy Co-Chair of the Democratic Women's Caucus, led seven Members of Congress in a letter to Meta, TikTok, X (formerly known as Twitter), and YouTube executives to express concern over the rampant spread of misinformation and disinformation related to reproductive health and contraception on their platforms.
“The rampant spread of contraception-related misinformation on your platforms is leading to real world public health impacts and has the potential to lead to increases in unintended pregnancies,” the Members wrote.
The Members requested that social media executives answer the following questions to understand how the companies are handling the alarming rise in misinformation on their platforms:
- What steps are you currently taking to stop the spread of reproductive health and contraception-related misinformation on your platforms?
- Are you planning to interrupt the spread of misinformation about contraception in a similar way to your platforms’ handling of COVID-19 misinformation? If not, why not?
- Are you planning to remove influencers who share misinformation about contraception from your ad revenue or creator revenue programs? If not, why not?

Manning Joins Press Conference Calling for Reproductive Freedoms in a Post-Dobbs World
Two years after the Supreme Court overturned Roe v. Wade, rescinding a woman's right to obtain an abortion, Congresswoman Manning, members of House Democratic Leadership, the Democratic Women's Caucus, and the Pro Choice Caucus joined together to call out Republican attempts to restrict reproductive freedoms.
"I am so proud to stand alongside Democratic leadership and and my fellow House Democrats to draw attention to the widespread consequences of the Dobbs decision" said Congresswoman Manning. "Two years ago, when that horrifying Dobbs decision was handed down, not only did it endanger women's health and turn back the clock on women's freedoms, but it also called into question other longstanding constitutionally protected freedoms."
