As Fire Captain with the Orange County Fire Authority for 34 years, Joe lives and breathes public service – literally. He's spent his life putting the needs of our community ahead of his own. 

When crisis struck Orange County during its 1994 bankruptcy, Joe saved countless jobs and livelihoods by creating the first Orange County firefighter union. He served as their President for 17 years, and while there, he balanced OCFA’s budgets, created a healthcare system for his firefighters, and increased their benefits.

As a labor leader, Joe helped get over 200 bills and initiatives passed and signed into law by five governors and two presidents. These bills and initiatives offered solutions to public safety, climate change, and policies to help working people. 

Joe knows how hard it is for families to get ahead these days, and he knows what it takes to regrow the working class. As a decorated firefighter and labor leader, he has a record of delivering real results for working people. He will do the same for us in Washington.
