Notice of Request for a Permit

Pursuant to provisions of the Wyoming Industrial Development Information and Siting Act, and Siting Rules and Regulations, notice is hereby given that Settler Wind, LLC has filed an application for a permit to construct and operate a wind energy farm, called the Settler Wind Farm Project, located in Converse County, Wyoming. The Project will be constructed entirely on private land leases within Converse County.  The Project is planned to be up to 150 megawatts in size, consisting of as many as 40 wind turbines.  The Project site will be accessed by County Road 18, also referred to as Mormon Canyon Road.  Construction of the Project is planned to begin in August 2025 and is expected to take approximately 17 months to complete.  The onsite workforce in 2025 is estimated to be 40 in August, peaking at 80 in October and November, with as few as 13 workers in December through February, 2026.  The workforce in 2026 is expected to peak at 200 in August and September, average 100 throughout the remaining months, and average 60 workers at the end of construction in December.  The Project is expected to be operational by the end of 2026.

Notice of Hearing

Pursuant to W.S. 16-3-110, notice is hereby given that the Wyoming Industrial Siting Council will conduct a contested case hearing on the application for a permit for the Settler Wind Farm Project, beginning at 1:00 PM on September 17, 2024, and may continue as needed on September 18, 2024, at a time determined by the Council, at the Thyra Thompson Building, Roundhouse Room 3024, 444 W Collins Drive, Casper, WY 82601. The Council will consider the applicant’s request for a permit pursuant to the provisions of the Industrial Development Information and Siting Act (W.S. 35-12-101 et. seq.) and the rules and regulations adopted thereunder.

Persons eligible pursuant to W. S. 35-12-111 and wishing to participate must notify the Industrial Siting Council in writing by August 28, 2024 and participate in a pre-hearing on September 6, 2024 at 8:00 AM at the Thyra Thompson Building, Turntable Room 3017, and participate in person at the hearing on September 17, 2024 at 1:00 PM, and any continuance of the hearing on September 18, 2024, at a time determined by the Council, at the Thyra Thompson Building, Roundhouse Room 3024, 444 W Collins Drive, Casper, WY 82601. Persons desiring to make a limited appearance statement, may submit a written statement as provided by W. S. 35-12-111(c).  Limited appearance statements must be received by the Division no later than September 16, 2024 or handed to the presiding officer at the hearing on September 17 or 18, 2024.
