A Heads Up! Next Edition of Policy Matters Coming Friday, July 19

The PFLAG National offices will be closed July 1-5 so that our staff can recharge and continue serving our community with renewed energy and commitment. Additionally, a variety of staff will be out the following week, July 8-12.

We will return with our next edition of Policy Matters on Friday, July 19, which will be expanded to update you on all that happened during the beginning of July. Thank you!

Take Action

New Hampshirites:

Tell Governor Sununu to VETO anti-LGBTQ+ bills! The legislature passed several harmful bills, including an anti-trans athlete ban and a “Don’t Say LGBTQ+” bill. Tell Governor Sununu to protect LGBTQ+ kids and VETO these bills!

State Matters

Self-care note: While some of the following stories celebrate and affirm LGBTQ+ people, many cover legislation targeting the LGBTQ+ community, particularly trans and nonbinary youth. Please be kind to yourself and use your discretion while reading this section.

Advisory: State news is representative but not exhaustive due to space constraints; feel free to forward news about your state to [email protected] to consider for inclusion.

California - State Assembly passes the SAFETY Act. The bill, which would ban school districts from adopting forced outing policies, now heads to Governor Newsom’s desk for his signature. PFLAG National and 19 California PFLAG chapters endorsed the bill.

Michigan - State Senate passes gay/trans panic defense ban. The bill, which passed 24-14, prohibits perpetrators of violent crimes from using discovery of their victim’s sexual orientation or gender identity as a defense.

Montana - Judge strikes down anti-trans sex definition law. District Court Judge Shane Vannatta ruled that the law, which defines “sex” in state law as only male or female, violated the state constitution because the description of the legislation did not clearly state its purpose.

New York - Nassau County legislature approves anti-trans athlete ban. The bill passed on a party-line 12-5 vote, following up on an executive order banning trans women from competing in sports at county facilities County Executive Bruce Blakeman released in February.

Oregon - Advocacy groups launch ballot initiative effort to enshrine LGBTQ+ rights, abortion rights in state constitution. Basic Rights Oregon, the American Civil Liberties Union of Oregon, and Planned Parenthood Advocates of Oregon announced they would begin gathering signatures to amend the state constitution to explicitly ban discrimination on account of pregnancy-related decisions, gender identity, sexual orientation, and sex.

Texas - Texas Supreme Court Refuses to Block Law Banning Health Care for Texas Trans Youth. The Texas Supreme Court today reversed a lower court ruling blocking enforcement of Senate Bill 14, permitting the anti-transgender law to remain in effect. The court ruled against the plaintiffs—PFLAG National, five Texas families with transgender youth, three medical providers, and GLMA—concluding that the law is constitutional and that the plaintiffs are powerless to challenge it.

Utah - University of Utah LGBT Resource Center to close due to anti-DEI law. The University of Utah’s Center for Equity and Student Belonging, LGBT Resource Center, and Women’s Resource Center are all closing to comply with the law.

Washington - Judge blocks parts of new “parents bill of rights” law. King County Superior Court Judge Micheal Scott enjoined part of the law requiring schools to provide parents with their child’s school records, which includes mental health counseling and medical files, while the case challenging the law proceeds.

Court Matters

Supreme Court to hear Tennessee gender-affirming care ban case. The justices agreed to consider the constitutionality of banning medically necessary care for trans and non-binary youth, which 24 states have done.

Supreme Court allows Idaho hospitals to perform emergency abortions. The ruling did not answer questions about the constitutionality of Idaho’s abortion ban, instead holding that the Court took the case too early, allowing emergency abortions to be performed while the case is argued in lower courts.

Federal Matters

President Biden pardons U.S. veterans who were wrongfully targeted by military prosecutions for being suspected of being gay or bisexual. Since World War II, An estimated 100,000 service members were wrongfully convicted under Article 125 of the Uniform Code of Military Justice, which prohibited same-sex sexual relations. The President’s pardon would allow veterans to take advantage retroactively of benefits they've been denied, such as military pensions, home loans, and college tuition benefits.

First Lady and First Daughter headline White House Pride Event. Dr. Jill Biden and Ashley Biden were featured speakers at the White House Pride celebration, which also included a performance by singer and actress Deborah Cox.

Drag queens come to Washington to lobby Congress. “Drag Race Philippines” judge Jiggly Caliente, “RuPaul’s Drag Race” season 13 contestant Joey Jay, and Brigitte Bandit urged lawmakers to support the Equality Act and the Transgender Bill of Rights, both of which PFLAG National has endorsed.

Surgeon General declares gun violence a public health crisis. Dr. Vivek Murthy warned in an advisory that gun violence poses a “serious threat to the health and well-being of our country.”

Global Matters

Hungary - U.S. Ambassador marches in Budapest Pride parade. Ambassador David Pressman, who is openly gay, also spoke at Budapest Pride’s Family Pride Event that took place at his official residence.

Namibia - High court strikes down laws criminalizing same-sex relations. The court declared the colonial-era crimes of "sodomy" and "unnatural sexual offenses" unconstitutional and invalid.

Peru - Health Ministry no longer to classify trans people as mentally ill. The decision comes after hundreds of protesters demanded the Health Ministry abandon a recently adopted policy classifying trans people as suffering from a mental disorder.

Russia - Openly trans politician forced to de-transition. Yulia Alyoshina said in an interview that they are being forced to detransition due to threats of being sent to a psychiatric hospital.

South Africa - LGBTQ+ activist elected to Parliament. Steve Letsike, an openly lesbian woman who founded an advocacy group called Access Chapter 2, was elected to Parliament as a member of the African National Congress party.
