I hope your 2024 summer has started off well! Earlier this month we held our District 63 town hall. Thank you to everyone who showed up, asked questions, and participated in our democracy. We?ve taken historic action these last 2 years, and I'm committed to working alongside you to advance progress for Minnesota in the years ahead.

Red Lake Nation Visit

This past week I joined a group of legislators to visit Red Lake Nation. We visited Red Lake Nation college (which also has a new campus in downtown Minneapolis), schools, and family services buildings. We also got to head out on the lake and learn about the tribe's work to protect their water and fight for their land back. Engaging in government to government relations with our tribes is an important part of my role as a legislator, and I appreciated the opportunity to learn from our sovereign neighbors.?

Reminder: Promise Act Applications

The Neighborhood Development Center (NDC) *will be **accepting applications* [ [link removed] ]* for the PROMISE Act Grants Program until June 30, 2024*. The application process is NOT first come first served, so there is no preference for funding given to those who apply earlier in that time frame compared to later. So, it is much more important that applicants take their time to ensure their application is complete, than it is to submit their application quickly. This is the first of four rounds of funding that will be offered through 2025.???

*There are many application resources available*. The Get Ready Workshops [ [link removed] ] walk through everything business owners need to know about applying for a PROMISE Act Grant. Events are virtual and scheduled throughout June. Additional dates will be added. There is also an Application Preparation worksheet [ [link removed] ] available on their website and as a download. Downloadable worksheets in Spanish, Hmong, and Somali will be available soon. If applicants have questions while completing the application, have a support request, have a technical issue in the application, they should complete a Support Request [ [link removed] ].??

NDC staff and their partners continue to work hard in the community to share information about the PROMISE Act Grants Program. Additional support for applicants, including language support in Hmong, Somali, Spanish, and Oromo, computer access, and application assistance will be available, and details will be shared with PROMISE Act Grants Newsletter subscribers [ [link removed] ] and through our website [ [link removed] ], and will be sent to you via email as they are announced. These resources continue to be the best sources of information for business owners in our district who may be eligible to apply for a grant.?

E-Bike Rebate Update?

I heard from many constituents who had negative or frustrating experiences attempting to apply for the e-Bike Rebate program. I was a strong supporter of legislation to build this program because I believe we need to support individuals across our state to engage in modes of transportation that contribute less to greenhouse gas emission and pollution. I am disappointed in the rollout of the program and hope that we can streamline the process moving forward.??

The Electric-Assisted Bicycle Rebate (e-Bike Rebate) is designed to reduce the cost for Minnesota residents to buy a new e-bike at eligible retailers, providing a discount of up to $1,500 on a qualifying e-bike. The discount is 50-75% of a buyer's qualifying expenses, depending on their income. The rebate value cannot exceed the price of the e-bike. Individuals (buyers) and retailers must apply to the Minnesota Department of Revenue to take part in the program. Total rebates are limited to $2 million per year in 2024 and 2025.

Lawns to Legumes Funding

Do you want your lawn to be more pollinator-friendly? Minnesota residents can now apply for spring 2025 Lawns to Legumes funding. The Lawns to Legumes program aims to increase habitat for at-risk pollinators in residential settings across the state by providing people with cost-share funding, workshops, coaching, and gardening resources.

Anyone can apply to be reimbursed for up to $400 in costs associated with establishing new pollinator habitats in their yards. Applications will be accepted through November 30, 2024. If you previously applied for the program, you must reapply to be considered for spring 2025 funding.?

*Summer EBT Meal Program*?

Governor Tim Walz announced [ [link removed] ] that Minnesota is launching the Summer Electronic Benefit Transfer (EBT) program to help families purchase food during the summer months. The program provides families with $120 per eligible school aged child during the summer months to purchase healthy foods with funds placed on EBT cards sent to families at the end of July or beginning of August. The benefits can be used at retailers like grocery stores and farmers markets to purchase healthy foods like fruits, vegetables, meats and other protein sources, whole grains, and dairy.?

Many families will be automatically enrolled for Summer EBT if they qualify for free or reduced-price meals based on family income or if they participate in the Supplemental Nutrition Assistance Program (SNAP), Food Distribution Program on Indian Reservations (FDPIR), Minnesota Family Investment Program (MFIP), Tribal Temporary

Assistance for Needy Families (TANF), Foster Care, or Medical Assistance (MA).

Households can contact their school or school district to get an application if

they are not automatically enrolled to see if they are eligible. For more

The Capacity Building Program funds activities that build the capacity of organizations and communities to address root causes of housing challenges and create thriving and inclusive communities. Communities most impacted by housing challenges and disparities are experts and key partners in developing solutions to these challenges. Minnesota Housing trusts organizations and communities to use their knowledge and creativity to develop strategies that work for them.??
