Recent Amendments to AB 2723 will Remove
Transparency in the CA Cradle to Career Data System!

2 Easy Actions to take TODAY!

Background: AB 2723, authored by Assembly Member Irwin, pertains to the Cradle to Career (C2C) Data System which was approved by the legislature in 2019. Per the C2C website " The California Cradle-to-Career Data System is a statewide longitudinal data system that provides tools to help students reach their goals and delivers information on education and workforce outcomes." ( [link removed] [[link removed]] ) It currently brings together data from 12 different government sources (including public daycare, K-12 school and universities, as well as employment data providers). If you or your child partakes in any of these public programs the data will be included in the C2C database. There is currently no way to opt out, and with the recent amendments you would not even be allowed to determine if you or your child are included in the database or what data is included. While AVFCA is not a fan of the C2C database because of how it could be misused and what data could be exposed if it were hacked, most states have created such a database and it is not going away.

AB 2723 will be heard in the CA Senate Judiciary Committee next Tuesday, July 2, 2024. AVFCA has been working with the author's office and the Committee staffers, as well as our contact at C2C, to get amendments to ensure critical transparency reinstated and the ability to opt-out of the database, but we need your help to communicate the importance of these to legislators!

ACTION ALERT: Please commit to taking BOTH actions, as they all serve a different purpose to get AB 2723 amended:

1) Email your Senator AND the Senate Judiciary Committee using AVFCA’s easy to use online portal. Share this link far and wide. We need as many emails as possible to get to their desks before next Tuesday...

Go to [link removed] [[link removed]] and send an email legislators to request amendments to ensure data transparency in the C2C database. Please personalize the body of this email, as otherwise legislators think it is a bot that sent the email and ignore it. Note: the AVFCA portal does not send you what you wrote, so before you click submit, you may want to copy it to a personal document it so you have it for future reference.

2) Call the 11 Senate Judiciary Committee Members offices to thank them for their prior commitments to data privacy and transparency and ask them to request AB 2723 be amended to remove Section 10860 (h) (1) (A) and (B) in the current bill languge and to require an opt-out per the 2020 Legislative C2C Legal Workgroup's recommendations :
