Over the weekend, California lawmakers agreed on a final 2024-25 state budget deal. In one of the most difficult budget years in some time, we successfully advocated for and preserved funding for the Multifamily Housing Program (MHP) and the State Tax Credits, our key priorities for this budget cycle, but also feel the pain of the many cuts the Governor and legislature made to balance the budget. Here are some of the toplines from the housing portions of the budget: Restorations or New Funding: - $315 million: Multifamily Housing Program (MHP)
- $500 million: enhanced State Housing Tax Credit, as included in Governor’s May Revise
- $260 million: Regional Early Action Program (REAP) 2.0
- $14 million: Housing Navigation and Maintenance Program
- $1 billion: sixth round of Homeless Housing, Assistance and Prevention (HHAP) with added accountability measures
- $150 million in ‘24-25 and $100 million in ‘25-26: Encampment Resolution Funding, with added accountability measures
Cuts to Housing Programs: - -$127.5 million: Adaptive Reuse Program
- -$235 million: Infill Infrastructure Grant Program (IIG)
- -$484 million: Foreclosure Intervention Housing Preservation Program (FIHPP)
- -$152.5 million: CalHome Program
- -$40 million: REAP 2.0
- -$10 million: MHP
- -$76 million: Veterans Housing and Homeless Program (VHHP)
The constitutional deadline for the governor to sign the balanced budget is June 30, before the new fiscal year begins on July 1. |
