*NOTICE OF INTENT TO ADOPT *

*STATE BOARD OF LAND COMMISSIONER'S
PROPOSED RULE CHANGES TO CHAPTERS 4, 18 & 28*




At its June 6, 2004 meeting, the State Board of Land Commissioners (SBLC) authorized the Office of State Lands and Investments (OSLI) to commence the regular rulemaking process to address proposed rule changes to Chapters 4, 18, and 28.

Pursuant to the Wyoming Administrative Procedures Act, this serves as OSLI's Notice of Intent to Adopt Proposed Rules Changes on behalf of the SBLC and accept public comments on: 


* *Chapter 4 - Grazing and Agricultural Leasing [ [link removed] ] - *recognizes the postmark as the filing date and authorizes the OSLI Director to consider lease renewals up to 30 days past the expiration date for good cause shown
* *Chapter 18- Leasing of Oil and Gas [ [link removed] ] - *defining "qualified bidder” for oil & gas lease auctions and imposes a penalty for participating in an auction if the party is not a “qualified bidder”
* *Chapter 28 - Weed and Pest Control Program [ [link removed] ] - *repeal to recognize responsibility for directing weed and pest funds with the Wyoming Department of Agriculture

Copies of the proposed rules are available for review on OSLI's website (linked above), the Secretary of State's website [ [link removed] ], or in person at the Office of State Lands and Investments located at 122 W. 25th Street, Suite W103, Cheyenne, WY 82002.
